BP plugs well with mud; feds say much of oil gone
– Static Kill To Stop The Oil Spill

ON THE GULF OF MEXICO – BP claimed a key victory Wednesday in the effort to plug its blown-out well and the government said much of the spilled oil is gone — though what's left is still at least quadruple the amount that poured from the Exxon Valdez.

BP PLC reached what it called a significant milestone overnight when mud that was forced down the well held back the flow of crude.

Also, White House energy adviser Carol Browner said on morning TV talk shows that a new assessment found that about 75 percent of the oil has either been captured, burned off, evaporated or broken down in the Gulf.

"It was captured. It was skimmed. It was burned. It was contained. Mother Nature did her part," Browner told NBC's "Today" show. On ABC's "Good Morning America," she said about 25 percent remained.

It was not clear if she was referring to 25 percent of what gushed from the well — about 205 million gallons based on new government estimates released this week — or 25 percent of what made it into the water, about 172 million gallons. The rest was either burned, skimmed or siphoned in the days after the April 20 explosion aboard the offshore drilling rig Deepwater Horizon.

Using the lower number, 25 percent would be about 43 million gallons. Even if the Gulf well had leaked only that much to begin with, it would still be among the worst oil spills in history. By comparison, the Exxon Valdez tanker spill that wreaked environmental havoc in Alaska in 1989 spilled 11 million gallons.

In the Gulf, workers stopped pumping mud in after about eight hours of their "static kill" procedure and were monitoring the well to ensure it remained stable, BP said.

"It's a milestone," BP PLC spokeswoman Sheila Williams said. "It's a step toward the killing of the well."

The next step would be deciding whether to cement the well.

The pressure in the well dropped quickly in the first 90 minutes of the static kill procedure Tuesday, a sign that everything was going as planned, wellsite leader Bobby Bolton told The Associated Press. Bolton said Tuesday night that the procedure was going well. "Pressure is down and appears to be stabilizing," he told the AP then.

Browner told NBC it was good news that the static kill was working but that "we remain focused on the relief well."

The static kill — also known as bullheading — involved slowly pumping the mud from a ship down lines running to the top of the ruptured well a mile below. BP has said that may be enough by itself to seal the well.

But the mud that was forced down the broken wellhead to permanently plug the gusher is only half the story. To call the mission a success, crews working on a flotilla of vessels on a desolate patch of water need to seal off the well from two directions.

An 18,000-foot relief well BP has been drilling for the past three months will be used later this month to execute a "bottom kill," in which mud and cement will be injected into the bedrock 2 1/2 miles below the sea floor to finish the job, retired Coast Guard Adm. Thad Allen said.

"There should be no ambiguity about that," Allen said. "I'm the national incident commander, and this is how this will be handled."

A 75-ton cap placed on the well in July has been keeping the oil bottled up inside over the past three weeks, but is considered only a temporary measure. BP and the Coast Guard want to plug up the hole with a column of heavy drilling mud and cement to seal it off more securely.

A previous, similar effort failed in May when the mud couldn't overcome the unstemmed flow of oil.

BP won't know for certain whether the static kill has succeeded until engineers can use the soon-to-be-completed relief well to check their work.

The task is becoming more urgent because peak hurricane season is just around the corner, Allen said. Tropical Storm Colin formed then dissipated far out in the Atlantic on Tuesday, but early forecasts say it will travel toward the East Coast rather than the Gulf

MC252 Well Reaches Static Condition; Well Monitoring Underway

BP announced today that the MC252 well appears to have reached a static condition -- a significant milestone. The well pressure is now being controlled by the hydrostatic pressure of the drilling mud, which is the desired outcome of the static kill procedure carried out yesterday (US Central time).

Pumping of heavy drilling mud into the well from vessels on the surface began at 1500CDT (2100 BST) on August 3, 2010 and was stopped after about eight hours of pumping. The well is now being monitored, per the agreed procedure, to ensure it remains static. Further pumping of mud may or may not be required depending on results observed during monitoring.

The start of the static kill was based on the results of an injectivity test, which immediately preceded the static kill and lasted about two hours.

BP will continue to work with the National Incident Commander and other government officials to determine the next course of action, which involves assessing whether to inject cement in the well via the same route.

The aim of these procedures is to assist with the strategy to kill and isolate the well, and will complement the upcoming relief well operation, which will continue as per plan.

A relief well remains the ultimate solution to kill and permanently cement the well. The first relief well, which started May 2, has set its final 9 7/8-inch casing. Operations on the relief wells are suspended during static kill operations.

Depending upon weather conditions, mid-August is the current estimate of the most likely date by which the first relief well will intercept the Macondo well annulus, and kill and cement operations commence.

BP reports 'static kill' success; scientists say majority of oil has been dispersed, removed

A procedure to pump heavy mud into the blown-out BP oil well in the Gulf of Mexico has succeeded in plugging it, officials said Wednesday, and government scientists reported that most of the crude that gushed from it for three months has been recovered, burned, dispersed, evaporated, consumed by microbes or otherwise removed from the water.

But President Obama cautioned that much recovery work remains to be done, and other officials warned that the threat from the damaged Macondo well will not be eliminated until it is "killed" later this month with a relief well.

Moreover, federal officials said, the long-term effects of the oil spill, the worst in the nation's history, remain to be determined.

But in view of a series of early setbacks in efforts to control the blown-out well, BP's announcement early Wednesday that it had reached a "static condition" came as a huge relief. The term meant that pressure inside the well was brought under control through a mud-pumping process that began Tuesday afternoon.

BP called the achievement "a significant milestone" and said it stopped pumping mud into the Macondo well after about eight hours because the effort had been successful.

"The well is now being monitored, per the agreed procedure, to ensure it remains static," the company said in a statement. "Further pumping of mud may or may not be required depending on results observed during monitoring."

In a speech in Washington, Obama called the development "very welcome news" but pledged to continue recovery efforts.

He also welcomed the report released Wednesday by government scientists, saying it shows that "the vast majority of the spilled oil has been dispersed or removed from the water." He told a meeting of the AFL-CIO Executive Council, "The long battle to stop the leak and contain the oil is finally close to coming to an end, and we are very pleased with that."

Obama added: "Our recovery efforts, though, will continue. We have to reverse the damage that's been done. We will continue to work to hold polluters accountable for the destruction they've caused. We've got to make sure that folks who were harmed are reimbursed, and we're going to stand by the people of the region for however long it takes until they're back on their feet."

As they huddled in BP's operations center, federal officials tried to manage expectations, saying that even if the operation known as "static kill" went as hoped, the well at the bottom of the Gulf of Mexico would not be finally plugged until it was intercepted and cemented by a relief well that crews have been drilling for three months.

"You want to make sure it's really dead, dead, dead. Don't want anything to rise out of the grave," Energy Secretary Steven Chu told The Washington Post late Tuesday afternoon.

The federal official in charge of the oil spill response, retired Coast Guard Adm. Thad W. Allen, told a New Orleans television station Wednesday that pumping mud into the blown-out well took care of the immediate threat but that the "bottom kill" technique involving the 18,000-foot relief well would still go ahead.

Ships ready to leave leaky well as storm brews

ON THE GULF OF MEXICO – Crew members aboard dozens of ships in the Gulf of Mexico prepared Thursday to evacuate as a tropical rainstorm brewing in the Caribbean brought the deep-sea effort to plug BP's ruptured oil well to a near standstill.

Though the rough weather was hundreds of miles from the spill site and wouldn't enter the Gulf for at least a few more days, officials ordered technicians trying to plug BP's well to stand down because they needed several days to clear the area, where about 65 ships are tending to the spill.

"It's a controlled chaos out there," Lt. Patrick Montgomery told an Associated Press reporter aboard the Coast Guard cutter Decisive heading to the spill site from Pascagoula, Miss.

The cutter, with a 75-member crew, is the Coast Guard's primary search and rescue vessel and would be the last ship to leave in the event of an evacuation. It was within a few miles of the well site Thursday morning.

Just days before the expected completion of a relief well designed to permanently throttle the free-flowing crude, the government's spill chief said Wednesday that work was suspended.

Worse yet, retired Coast Guard Adm. Thad Allen said foul weather could require reopening the cap that has contained the oil for nearly a week, allowing oil to gush into the sea again for days while engineers wait out the storm.

"This is necessarily going to be a judgment call," said Allen, who was waiting to see how the storm developed before deciding whether to order any of the ships and crews stationed some 50 miles out in the Gulf of Mexico to head for safety.

The cluster of thunderstorms passed over Haiti and the Dominican Republic on Wednesday, and forecasters said the system would probably move into the Gulf over the weekend. They gave it a 40 percent chance of becoming a tropical depression or a tropical storm by Friday.

Crews had planned to spend Wednesday and Thursday reinforcing with cement the last few feet of the relief tunnel that will be used to pump mud into the gusher and kill it once and for all. But BP put the task on hold and instead placed a temporary plug called a storm packer deep inside the tunnel, in case it has to be abandoned until the storm passes.

"What we didn't want to do is be in the middle of an operation and potentially put the relief well at some risk," BP vice president Kent Wells said.

If the work crews are evacuated, it could be two weeks before they can resume the effort to kill the well. That would upset BP's timetable, which called for finishing the relief tunnel by the end of July and plugging the blown-out well by early August.

Scientists have been scrutinizing underwater video and pressure data for days, trying to determine if the capped well is holding tight or in danger of rupturing and causing an even bigger disaster. If the storm prevents BP from monitoring the well, the cap may simply be reopened, allowing oil to spill into the water, Allen said.

BP and government scientists were meeting to discuss whether the cap could be monitored from shore.

As the storm drew closer, boat captains hired by BP for skimming duty were sent home and told they wouldn't be going back out for five or six days, said Tom Ard, president of the Orange Beach Fishing Association in Alabama.

In Florida, crews removed booms intended to protect waterways in the Panhandle from oil. High winds and storm surge could carry the booms into sensitive wetlands.

Also, Shell Oil began evacuating employees out in the Gulf.

Even if the storm does not hit the area directly, it could affect the effort to contain the oil and clean it up. Hurricane Alex stayed 500 miles away last month, yet skimming in Alabama, Mississippi and Florida was curtailed for nearly a week.

The relief tunnel extends about two miles under the seabed and is about 50 to 60 feet vertically and four feet horizontally from the ruptured well. BP plans to insert a final string of casing, or drilling pipe, cement it into place, and give it up to a week to set, before attempting to punch through to the blown-out well and kill it.

BP's broken well spewed somewhere between 94 million and 184 million gallons into the Gulf before the cap was attached. The crisis — the biggest offshore oil spill in U.S. history — unfolded after the BP-leased Deepwater Horizon rig exploded April 20, killing 11 workers.

The cause of the blast is still under investigation, but there have been repeated questions raised by rig workers over the equipment and safety conditions aboard the rig.

The New York Times reported early Thursday that rig workers said in a confidential survey before the April 20 explosion that they were concerned about safety and the condition of some equipment on board.

The Times reported that another report conducted for Transocean by Lloyd's Register Group found that several pieces of equipment — including the rams in the failed blowout preventer on the well head — had not been inspected since 2000, despite guidelines calling for inspection every three to five years. Transocean said most of the equipment was minor and the blowout preventer was inspected by manufacturer guidelines.

A spokesman for Transocean, the owner of the rig leased by BP, confirmed the existence of the reports to The Associated Press.

"As part of Transocean's unwavering commitment to safety and rigorous maintenance discipline on all our rigs, we proactively commissioned the safety survey and the rig assessment review," Transocean spokesman Lou Colasuonno said in an e-mail early Thursday. "A fair reading of those detailed third-party reviews indicates clearly that while certain areas could be enhanced, overall rig maintenance met or exceeded regulatory and industry standards and the Deepwater Horizon's safety management was strong and a culture of safety was robust on board the rig."

BP has stopped using dispersants in the Gulf – for now

We’ve crunched the numbers from the Deepwater Horizon Unified Command press shop, compiling their daily stats for dispersants used in the Gulf of Mexico so far – and the official dispersant numbers for the past week are surprising:

According to official releases, no dispersants have been used in the oil spill response since July 16. The statements released by Unified Command on each day since July 15 is exactly the same:

“Approximately 1.84 million gallons of total dispersant have been applied—1.07 million on the surface and 771,000 sub-sea.”

A call to Unified Command’s press center yielded this comment – “In the last 24 hours, no dispersants have been used.” The staffer then called back and stated “No dispersant has been used sub-sea since the cap went on. A very small amount of surface dispersant has been used since then.” The cap went on the well on July 15th.

This revelation should no doubt please Drs. Sylvia Earle, David Gallo, Susan Shaw, David Guggenheim and the countless other marine scientists and advocates who have been asking the Obama administration to order BP to halt its use of dispersants in the Gulf.

It remains critical that the scientists and advocates continue to monitor the dispersant situation – while BP has drastically reduced dispersant use this past week, the oil giant could ramp it back up at any time.

Feds let BP keep Gulf oil cap closed despite seep

NEW ORLEANS (AP) -- The federal government Monday allowed BP to keep the cap shut tight on its busted Gulf of Mexico oil well for another day despite a seep in the sea floor after the company promised to watch closely for signs of new leaks underground, settling for the moment a rift between BP and the government.

The Obama administration's point man for the spill, retired Coast Guard Adm. Thad Allen, said early Monday that government scientists had gotten the answers they wanted about how BP is monitoring the seabed around the mile-deep well, which has stopped gushing oil into the water since the experimental cap was closed Thursday.

Late Sunday, Allen said a seep had been detected a distance from the busted oil well and demanded in a sharply worded letter that BP step up monitoring of the ocean floor. Allen didn't say what was coming from the seep. White House energy adviser Carol Browner told the CBS "Early Show" the seep was found less than two miles from the well site.

The concern all along - since pressure readings on the cap weren't as high as expected - was a leak elsewhere in the well bore, meaning the cap may have to be reopened to prevent the environmental disaster from becoming even worse and harder to fix. An underground leak could let oil and gas escape uncontrolled through bedrock and mud.

"When seeps are detected, you are directed to marshal resources, quickly investigate, and report findings to the government in no more than four hours. I direct you to provide me a written procedure for opening the choke valve as quickly as possible without damaging the well should hydrocarbon seepage near the well head be confirmed," Allen said in a letter to BP Managing Director Bob Dudley.

When asked about the seep and the monitoring, BP spokesman Mark Salt would only say that "we continue to work very closely with all government scientists on this."

Early Monday, Allen issued a statement saying there had been an overnight conference call between the federal science team and BP.

"During the conversation, the federal science team got the answers they were seeking and the commitment from BP to meet their monitoring and notification obligations," Allen said.

He said BP could continue testing the cap, meaning keeping it shut, only if the company continues to meet their obligations to rigorously monitor for any signs that this test could worsen the overall situation.

Both Allen and BP have said they don't know how long the trial run will continue. It was set to end Sunday afternoon, but the deadline came and went with no official word on what's next.

Browner said Allen's extension went until Monday afternoon. She said on ABC's "Good Morning America" that monitoring was crucial to make sure the trapped oil doesn't break out of its pipe.

"Clearly we want this to end. But we don't want to enter into a situation where we have uncontrolled leaks all over the Gulf floor," Browner told ABC.

BP PLC said Monday that the cost of dealing with the oil spill has now reached nearly $4 billion. The company said it has made payments totaling $207 million to settle individual claims for damages from the spill along the southern coast of the United States. To date, almost 116,000 claims have been submitted and more than 67,500 payments have been made, totaling $207 million.

With the newly installed cap keeping oil from BP's busted well out of the Gulf during a trial run, this weekend offered a chance for the oil company and government to gloat over their shared success - the first real victory in fighting the spill. Instead, the two sides have spent the past two days disagreeing over what to with the undersea machinery holding back the gusher.

The apparent disagreement began to sprout Saturday when Allen said the cap would eventually be hooked up to a mile-long pipe to pump the crude to ships on the surface. But early the next day, BP chief operating officer Doug Suttles said the cap should stay clamped shut to keep in the oil until relief wells are finished.

After nearly three months of harsh criticism as it tried repeatedly to stop the leak, BP wants to keep oil from gushing into the Gulf again before the eyes of the world. The government's plan, however, is to eventually pipe oil to the surface, which would ease pressure on the fragile well but require up to three more days of oil spilling into the Gulf.

Both sides played down the apparent contradiction Sunday. Allen, ultimately the decision-maker, later said the containment plan he described Saturday hadn't changed, and that he and BP executives were on the same page.

The company very much wants to avoid a repeat of the live underwater video that showed millions of gallons of oil spewing from the blown well for weeks.

"I can see why they're pushing for keeping the cap on and shut in until the relief well is in place," said Daniel Keeney, president of a Dallas-based public relations firm.

The government wants to eliminate any chance of making matters worse, while BP is loath to lose the momentum it gained the moment it finally halted the leak, Keeney said.

"They want to project being on the same team, but they have different end results that benefit each," he said.

Oil would have to be released under Allen's plan, which would ease concerns that the capped reservoir might force its way out through another route. Those concerns stem from pressure readings in the cap that have been lower than expected.

Scientists still aren't sure whether the pressure readings mean a leak elsewhere in the well bore, possibly deep down in bedrock, which could make the seabed unstable. Oil would have to be released into the water to relieve pressure and allow crews to hook up the ships, BP and Allen have said.

Engineers are looking to determine whether low pressure readings mean that more oil than expected poured into the Gulf of Mexico since the BP-leased Deepwater Horizon rig exploded April 20, killing 11 people and touching off one of America's worst environment crises.

To plug the busted well, BP is drilling two relief wells, one of them as a backup. The company said work on the first one was far enough along that officials expect to reach the broken well's casing, or pipes, deep underground by late this month. The subsequent job of jamming the well with mud and cement could take days or a few weeks.

It will take months, or possibly years for the Gulf to recover, though cleanup efforts continued and improvements in the water could be seen in the days since the oil stopped flowing. Somewhere between 94 million and 184 million gallons have spilled into the Gulf, according to government estimates.

Gulf Oil Update: Day 90

BP: Well cap may bottle oil until permanent plug

NEW ORLEANS – BP hopes to keep using its giant stopper to block oil from reaching the Gulf of Mexico until they plug the blown out well permanently, the company said Sunday.

"No one associated with this whole activity ... wants to see any more oil flow into the Gulf of Mexico," said Doug Suttles, BP's chief operating officer. "Right now we don't have a target to return the well to flow."

Retired U.S. Coast Guard Adm. Thad Allen outlined a different plan on Saturday, saying that after the test was complete, the cap would be hooked up through nearly a mile of pipes stretching to ships on the surface that will collect the oil.

But that would mean oil would have to be released back into the Gulf for three days to release pressure from the well, Suttles said. The oil giant hopes to instead keep the oil shut in until its permanent measure is completed, although Suttles said BP was taking it day by day.

It wasn't immediately clear if the plan had changed, or if BP and the government disagreed about the next move. Allen will make the ultimate decision.

Both Allen and BP have said they don't know how long the trial run — initially set to end Saturday — will continue. Allen has extended it to Sunday afternoon, and could extend it again.

Unimpeded, the well spewed as much as 2.5 million gallons a day, according to the government's worst-case estimates. It's possible the oil has been depleted, and that's why pressure readings from the cap have been lower than anticipated, BP has said.

Scientists still aren't sure whether the shut-in is causing oil to leak into the bedrock surrounding the well, which could make the seabed unstable. That's why pumping the oil up to four ships on the surface and containing it there may be a safer option. (Editor's Comment: To date, there has been no data publicized which would prove that oil is leaking into the bedrock below the level of the sea-bed. Either it does not exist and the well casing is intact, or it has been disrupted--in which case BP and the Obama administration are unwilling to release the information)

But to do that, millions of gallons of oil could spew into the water when the cap is initially reopened, an image both BP and the federal government would like to avoid.

BP is drilling two relief wells, one of them as a backup. The cap, which on Thursday stopped the crude for the first time since the April 20 explosion unleashed the spill, lets BP shut in the oil, which would be important if a hurricane were to hit the Gulf and force ships to leave the area.

Pressure in the well cap continues to rise, and scientists are still monitoring for any signs of a leak, but the news still seems to be good, Suttles said. The oil giant is hoping to keep evaluating even after the extended monitoring period it was given by the government, which expires Sunday afternoon.

"We're not seeing any problems at this point with the shut-in," Suttles said at a Sunday morning briefing.

It will take months, or possibly years for the Gulf to recover. But there were signs that people were trying to get life — or at least a small part of it — back to normal.

The public beach at Gulf Shores, Ala., had its busiest day in weeks on Saturday despite oil-stained sand and a dark line of tar balls left by high tide.

Darryl Allen of Fairhope, Ala., and Pat Carrasco of Baton Rouge, La., came to the beach to throw a Frisbee just like they've been doing for the past 30 years. With oil on people's minds more than the weather, Allen asked what's become a common question since the well integrity test began: "How's the pressure? I hope it's going up," he said. "You don't want to be too optimistic after all that's happened."

People also were fishing again, off piers and in boats, after most of the recreational waters in Louisiana were reopened late this week. More than a third of federal waters are still closed and off-limits to commercial fishermen.

"I love to fish," said Brittany Lawson, hanging her line off a pier beside the Grand Isle Bridge. "I love to come out here."

And even though it has been only days since the oil was turned off, the naked eye could spot improvements on the water. The crude appeared to be dissipating quickly on the surface of the Gulf around the Deepwater Horizon site.

Members of a Coast Guard crew that flew over the wellhead Saturday said far less oil was visible than a day earlier. Only a colorful sheen and a few long streams of rust-colored, weathered oil were apparent in an area covered weeks earlier by huge patches of black crude. Somewhere between 94 million and 184 million gallons have spilled into the Gulf, according to government estimates.

Editor's NOTE:

Apparently retired Adm. Thad Allen and the Obama administration would like the well uncapped again so that they can measure the flow in order to more accurately assess fines against BP.

Fines are allegedly based on the number of gallons spilled. BP would rather that the well remain capped as it is now in order to decrease the potential dollars owed. The people of the Gulf would presumably agree--despite their desire to see BP pay the appropropriate financial penalties.
