Was Israel Ever Legitimate?

The history of Israel as a geopolitical fraud will fill entire libraries as those defrauded marvel at how so few deceived so many for so long. Those duped include many naive Jews who—even now—identify their interests with this extremist enclave.

Israeli leaders are wrong to worry about “de-legitimization.” They are right to fear that a long-deceived public is fast realizing that Israel’s founding was key to an ongoing deception.

The Invention of the Jewish People did not begin with Shlomo Sand’s 2009 bestseller by that title. There was no Exile says this Jewish scholar. Nor was there an Exodus. So how could there be a Return, the core premise of Israeli statehood?

(Editor's NOTE: There was in fact an Exodus of ancient Hebrew people from their bondage in Egypt documented in both Sacred Scripture and other secular sources. It has no relationship however to the modern country of Israel which is in fact a Zionist apartheid state not a democracy. Israel is not a theocratic state based upon ancient [pre-Christian] Judaism as Evangelical Dispensationalist's appear to contend).

If this patch of Palestinian land never rightly belonged to a mythical Jewish People, what then for the legitimacy of the “Jewish homeland.” And for that depiction by British Foreign Secretary Arthur Balfour in his November 1917 letter to Lord Rothschild? (Editor's NOTE: same point as above. The reality is that modern Israel is based upon Jewish nationalism [radical Zionism] is anti-democratic and consistently violates the so-called Judeo-Christian (Golden-rule) ethic. It bares no relationship whatsoever to the ancient Hebrew people who once populated the land of Palestine. The very fact that it engaged in ethnic cleansing of indigenous people in order to establish itself demonstrates that it has no moral claim to the land).

Were Christians likewise seduced by Sunday school teachings reliant on the phony findings of Biblical archeologist William Albright? Shlomo Sand chronicles how in the 1920s Albright interpreted every excavation in Palestine to “reaffirm the Old Testament and thereby the New.”

(Editor's NOTE: This author obviously has a bone to pick with Christianity. The point made here is irrelevant to his basic argument).

In 1948, President Harry Truman, a Christian Zionist, was advised by Secretary of State George Marshall not to recognize this enclave as a state. This WWII general assured Truman that he would vote against him—and did.

That military tradition resurfaced in January 2010 when General David Petraeus dispatched a team to brief Admiral Michael Mullen, chairman of the Joint Chiefs of Staff, on the perils that Israel still poses to U.S. national security. He should not have been surprised. Such insights are hardly new. More than six decades ago the Joint Chiefs of Staff cautioned Truman about the “fanatical concepts of the Jewish leaders” and their plans for “Jewish military and economic hegemony over the entire Middle East.”

In December 1948, Albert Einstein and 27 prominent Jews urged us “not to support this latest manifestation of fascism.” They warned that a “Leader State” was the goal of the “terrorist party” that has governed Israel over all but a handful of the past 62 years.

The Joint Chiefs foresaw the “Zionist strategy will seek to involve [the U.S.] in a continuously widening and deepening series of operations intended to secure maximum Jewish objectives.” Soon after Truman recognized Israel, his presidential campaign train was “refueled” by Zionist Jews with $400,000 in contributions ($3.6 million in 2010 dollars). Soon thereafter, Israel betrayed the U.S. by allying with the British and the French to invade Egypt.

Though London and Paris soon abandoned the operation, months more were required to dissuade Tel Aviv from pursuing their expansionist agenda then—as now—for Greater Israel.

Outraged by Israeli duplicity, Eisenhower sought help to rein them in. He soon found that even then (as now) the Israel lobby dominated Congress. Thus the former Supreme Allied Commander appeared on television with an appeal directly to the American people. Then—unlike now—a U.S. Commander in Chief threatened to reduce assistance to Israel.

To revamp Israel’s tattered image, New York public relations expert Edward Gottlieb retained novelist Leon Uris to write Exodus. Jewish Zionists have routinely proven themselves skilled storytellers and masterful mythmakers.

This 1958 bestseller was translated into dozens of languages and quickly made into a movie for the 1960 Christmas season starring Paul Newman and featuring Peter Lawford, brother-in-law of the just-elected President John F. Kennedy. See: Time for an American Intifada? HERE...

The Myth of a Loyal Ally

Phil Tourney survived the June 8, 1967 Israeli attack on the USS Liberty that left 34Americans dead and 175 wounded. The region-wide dynamics accompanying that provocative Six-Day land grab guaranteed the conflicts that remain so perilous to U.S. national security.

It was during this Israeli operation that Tourney gave a one-fingered salute to armed Israeli troops as they hovered in helicopters over the USS Liberty while preparing to rappel to the deck and, he surmises, kill the survivors and sink the ship.

Just then the captain aboard a nearby U.S. carrier scrambled jets to assist a vessel under attack by an “ally.” When Israeli intelligence intercepted the transmission, the helicopters fled only to have President Lyndon Johnson and Defense Secretary Robert McNamara recall our fighters.

Soon thereafter, Israeli torpedo boats pulled alongside the USS Liberty to inquire if those aboard needed assistance. Those same boats had just blown a hole in the hull, killing 25 Americans. Israeli machine-gunners had then strafed stretcher-bearers, firemen, life rafts and even the fire hoses—all clear war crimes. Only then did this ally display the chutzpah to ask if our servicemen required assistance.

Had that notorious land grab failed to advance the narrative of Israel as the victim, what might be the condition of U.S. national security today? Israeli Prime Minister Benjamin Netanyahu recently conceded the duplicity that continues to typify this “special relationship.”

As he confessed: “Our policy on Jerusalem is the same policy followed by all Israeli governments for 42 years, and it has not changed. As far as we are concerned, building in Jerusalem is the same as building in Tel Aviv.”
In other words, the 1967 war was neither defensive nor preemptive but an outright taking of land that, one year later, Tel Aviv acknowledged as precisely what concerned the Pentagon 62 years ago.

In effect, Netanyahu confirmed that this relationship reflects multi-decade premeditation. The U.S. has since discredited itself by protecting this “ally” from the rule of law for its taking and brutal occupation of land that rightly belongs to others.

Even now, few know that Mathilde Krim, a former Irgun operative, was “servicing” our Commander-in-Chief in the White House the night the 1967 war began. Her husband, Arthur, then chaired the finance committee for the Democratic National Committee.

Even now, few Americans know the role in that cover-up played by Admiral John McCain, Jr. Or the role still played in this sordid history by his son, Republican Senator John McCain III. See: McCain Family Secret HERE...

Are those who champion this “state” the same belief-makers responsible for the myth of Iraqi weapons of mass destruction? Iraqi meetings in Prague? Iraqi mobile biological weapons laboratories? High-level Iraqi contacts with Al Qaeda? Iraqi yellowcake uranium from Niger?

Was any of that intelligence legitimate? Whose interests were served by deceiving the U.S. to wage war in the Middle East? By the Suez Crisis? By the Six-Day War? By covering up the attack on the USS Liberty?

Adhering to an Enemy?

How are U.S. interests served by treating Israel as a legitimate state? When was Israeli behavior anything other than duplicitous? At what point do we concede the common source of the storylines foisted on an imperiled global public?

Who created the narrative that saw us segue seamlessly from a global Cold War to a global War on Terrorism? Remember the promise of a post-Cold War “peace dividend”? Who induced the U.S. to wage a war whose costs could total $3 trillion, including $700 billion in interest?

Why is debt always the prize? At the end of WWII, the U.S. was home to 50% of the world’s productive power. Were we induced to hollow out our economy by the same consensus-shapers that induced us to wage war in the Middle East?

Do these devastating dynamics trace to a common source?

Who benefits from the “Islamo” fascist narrative? Whose storyline—really—is The Clash of Civilizations? Who has long spied on the U.S. and routinely transferred to other nations our most sensitive defense technologies?

Who had the means, motive, opportunity and, importantly, the stable nation state intelligence required to perpetrate such a debilitating fraud from inside the U.S. government? And from inside other governments that joined the “coalition of the willing”?

If not Israel and its supporters—who? In effect, are those now advocating an “unbreakable bond” with Israel giving aid and comfort to an enemy within?

Israel is right to worry. It was never legitimate. As both an enabler and a target of this fraud, the U.S. has an obligation to concede its source—and to secure the weapons of mass destruction now under the control of this enclave.

Our Enemies, the Israelis

When will we wake up to the threat?

June 07, 2010 "Antiwar" -- One of my readers, in the comments section below, wrote the following in response to my last column on Israel’s hijacking of the Gaza flotilla:

“Again I ask the question: What do the Israelis have on our politicians that makes them such whores? Dirty pictures? Threats of withholding campaign contributions? It’s really embarrassing as well as infuriating to see congress with its collective pants down around their legislative ankles just waiting for Israel to do it again.”

Not that there’s anything wrong with that …

Well, actually, there is a lot wrong with that, but, in any case, what’s the answer to this question? Again and again Israel has outraged the world, and even many of its most dedicated supporters, by its actions: multiple invasions of Lebanon, “incursions” into Gaza and the West Bank, the ever-expanding settlements, the vicious racism and tribalism that characterizes the present ultra-rightist government of Benjamin Netanyahu, which includes the openly racist and fascist party of the thuggish Avigdor Lieberman – the list of Israel’s sins is a long one, and that’s going back but a few years.

Even when the Israelis blew up a US Navy ship, the USS Liberty, a military reconnaissance vessel that was monitoring Israeli troops movements prior to the Six Day War, Washington went along – in public – with Tel Aviv’s fairy tale claiming it was an “accident.” This disgrace is repeated, today, as the beaten and battered Americans who lived to tell the tale of what happened aboard the flotilla return to bear witness to Israeli brutality. An American citizen is killed, and Washington looks the other way. The ghost of Rachel Corrie is not surprised. Nor am I. Because the Israelis, after all, are our enemies.

Forget the fact that without aid from the US the Israeli settler colony would sink like a stone. Ignore the ritualistic paeans to the “special relationship,” regularly mouthed by politicians in both countries who know their lines by heart. And pay no attention to the propaganda that regularly depicts US-Israeli relations as a mutual admiration society founded on “shared values” and the love of liberal democracy.

Established in the wake of the Holocaust, and created by survivors of that horrific orgy of mass murder, the basis of Israel’s founding was and is the idea that Jews are not safe in this world. Not anywhere: no, not even in the United States. The premise behind this view is that everyone is a potential enemy, to be kept at arm’s length, at best, and to be crushed underfoot, at worst.

The lawlessness and brutality that we saw in the attack on the flotilla is inherent in the nature of Zionism, which, after all, came to birth at a time when the world was rife with nationalism of the most virulent sort. Liberal friends of Israel look on in horror as the Jewish state evolves into a combination of South Africa under apartheid and the new North Korea. Yet ideology has its own inexorable logic: it’s hardly an anomaly that the early followers of Ze’ev Jabotinsky, the leading figure in what is today the ruling party in Israel, were attracted to and full of praise for the “blood and iron” doctrine of Mussolini – and the feeling was mutual. Not for nothing did Il Duce allow Jabotinsky’s “revisionist” faction to set up a training camp in Italy for its naval fighters in the Irgun, the forerunner of today’s IDF.

We’re shocked when survivors of the flotilla attack testify to what happened, and the autopsy reports are coming in: one shot four times in the head, others shot and killed at very close range, execution-style. Yet Israel has shown what it is capable of many times: the hijacking of the Gaza flotilla was just the most recent occurrence in a string of incidents stretching back years: the kidnapping of Mordecai Vanunu, the assassination squads that roam the world in search of Israel’s enemies, the bombing of Western diplomatic and cultural facilities in Egypt to make it look as though the Arabs were responsible (the Lavon incident), not to mention the long history of Israeli aggression against its neighbors and its indigenous Arab population.

These are not the actions of a Western liberal democracy, but of a frenetic and fanatic regime that resembles nothing so much as the legendary Order of Assassins, the 12th century adherents of the Nizari Ismaili Shiite sect whose leaders sent out their murderous minions to dispose of enemies with such deadly effectiveness that their name became synonymous with violent death. Netanyahu is the modern day Old Man of the Mountain.

This role increasingly puts the Israelis at odds with their chief benefactors, the US government, and the political elites of Western Europe. While generally kept under wraps, this mutual antipathy has been on the increase, lately, as the Israelis drop their “Western” mask. The result has been a series of confrontations: the Israeli insistence on building new settlements in defiance of an American-sponsored peace plan, the ambushing of an American Vice President as he visited the Jewish state, the very real hatred for President Obama exhibited by the growing far-right in Israeli politics, and a series of high-profile attempts to penetrate America’s security firewall. To say nothing of the Israeli “art students” who flooded the US in the months prior to 9/11, and the post-9/11 revelation by Fox News – hardly the American al-Jazeera – that, as Carl Cameron put it:

“Since September 11, more than 60 Israelis have been arrested or detained, either under the new patriot anti-terrorism law, or for immigration violations. A handful of active Israeli military were among those detained, according to investigators, who say some of the detainees also failed polygraph questions when asked about alleged surveillance activities against and in the United States."

“There is no indication that the Israelis were involved in the 9-11 attacks, but investigators suspect that the Israelis may have gathered intelligence about the attacks in advance, and not shared it. A highly placed investigator said there are ‘tie-ins.’ But when asked for details, he flatly refused to describe them, saying, ‘evidence linking these Israelis to 9-11 is classified. I cannot tell you about evidence that has been gathered. It’s classified information.’”


If the Israelis are capable of this – standing pat while information they held could have prevented the worst terrorist attack in American history – then they’re capable of anything. And the US government knows it, which is one good reason why we don’t dare cross them, at least openly, unless it can’t be avoided. They can kill Americans, steal our biggest secrets, and laugh in our faces without fear of retaliation – because we’ve nurtured a Frankenstein monster that is perfectly capable of turning on its creator, and doing considerable damage in the process.

Another good reason why we literally let them get away with murder is their political power in this country: the soft underbelly of America’s defenses against foreign incursions is the ability of foreign-backed lobbyists to undermine – and shape – US policy. A long and dedicated state-sponsored campaign to embed their agents of influence at the center of American political and social life has paid off quite handsomely. On the left as well as the right, their partisans tirelessly promote the Israeli government line – and don’t hesitate to rebuke their own political leaders whenever they show signs of straying from the narrow path of righteousness.

And who can blame them? After all, their physical existence, as well as their political independence as a nation-state, depends wholly on the lifeline of American subsidies (a little detail fake “libertarian” Rand Paul seems to have left out of his statement on Israel.)

The martial spirit that infuses Israel’s myrmidons with such passion is born of a sense of embattled isolation pulsing at the heart of the Zionist project. Surrounded by enemies, perpetually in “existential” danger, the Jewish state exists simultaneously as a consummate bully and a helpless victim: thus the odd argument coming out of Tel Aviv that their commandos were brutalized by those nasty, stick-wielding Turkish “terrorists,” who had the temerity to fight back. The Israelis released a video, which dominated the Western media coverage, of those awful Turkish “terrorists” beating commandos, omitting what happened in the moments before – live fire coming from helicopters – and after (nine execution-style deaths, and many injuries.)

To the hard line Israeli nationalist – a disagreeable species firmly in control of the government in Tel Aviv, now and for the foreseeable future – everyone is an enemy, but especially the Americans, who, to be sure, hold the fate of the Jewish state in their unreliable hands. What if, some day, we elect a President with some balls, one unafraid of the Lobby and willing to stand up for America? What if we elect a Congress that isn’t nearly as eager as this one is to kowtow to AIPAC and apologize for Israeli state terrorism? What if, one day, the aid spigot is turned off?

Israel’s national paranoia is not limited to the Israelis, per se, but also afflicts their American amen corner to such an extent that every criticism of Israel is portrayed as an anti-Semitic plot. For example, the above-cited Fox News story is never disputed, or even quoted: it is simply dismissed as vile “anti-Semitism.” Is Carl Cameron – a Fox News reporter once considered friendly to the Bush White House – an anti-Semite? Is Fox News “anti-Israel”? And what about the rest of Cameron’s fascinating and detailed four-part report, which not only avers the Israelis were watching and aware of the 9/11 hijackers, but also exposes an extensive spy operation and systematic industrial espionage in the US?

Disguised as ill feelings toward Barack Obama, the rabid anti-Americanism on the rise in Israel may seem bizarre, on the surface: why hate your best friend? Yet this development is perfectly understandable. How would you like it if your “best friend” supported you, protected you, succored you, and gave you everything you needed and wanted, so that eventually you were lost in his all-encompassing embrace? At some point, if you had any kind of character, you’d come to resent it – and even hate it, whilst hating yourself for allowing it.

The “special relationship” is a poisonous and deeply dysfunctional relationship, which benefits one party at the growing expense of the other. Sooner or later it will end, but how? With an open break, perhaps even a violent conflict – remember how Joint Chiefs of Staff Adm. Mike Mullen refused to rule out shooting down an Israeli jet crossing Iraqi airspace en route to Iran? Or, more probably, with a covert Israeli action of some sinister sort? In any event, you can be sure that Washington greatly fears the answer to that question.

The Birth of Israel A Tale of Lies, Deceit, and Terrorism

May 12, 2010 "Information Clearing House" -- “Jewish villages were built in the place of Arab villages. You do not even know the names of these Arab villages, and I do not blame you because Geography books no longer exist, not only do the books not exist, the Arab villages are not there either … There is not one single place built in this country that did not have a former Arab population.” (Moshe Dayan, Address to the Technion, Haifa, as quoted in Haaretz, 4-4-1969)

Thus began in November of 1947 what is euphemistically called the ethnic cleansing of Palestine by the combined forces of the Jewish armies, the Haganah, the Stern, and the Irgun as they drove more than 700,000 Palestinian Arabs from their homes leaving them destitute, homeless and abandoned without a country in what is now the largest refugee Diaspora in the world.

More truthfully, the plight of the Palestinians that began so ruthlessly in 1947, and is now called the Nakba, was an intentional, calculated campaign to force the Palestinian Arabs out of Palestine, a systematic genocide of a people as defined by the United Nations in its adoption of Genocide Convention, Article II.

The United Kingdom had mandatory authority from the League of Nations to govern the Palestine area with the establishment of the Palestine Mandate in 1922. Prior to the official implementation of the Mandate in 1922, the British Government had enunciated a “declaration” concerning the desirability of His Majesty’s Government in the “establishment of a national home for the Jewish people,” called the Balfour Declaration. Command Paper 1922 from the Avalon Project at Yale Law School underlines this intent: “His Majesty’s Government therefore now declare unequivocally that it is no part of their policy that Palestine should become a Jewish State.”

The View from Inside the Mandate


One of the curious ambiguities that surrounds the decade that preceded the declaration by the Jewish leaders in Palestine of the state of Israel is the dearth of information and perspective from the British Mandate forces governing Palestine between 1940 and May 15, 1948, the date of implementation of the partition resolution. Fortunately, Sir Richard C. Catling has left us a file that provides insight into conditions that prevailed in Jerusalem while he was Deputy Head of the Special Branch of the Criminal Investigation Division in Jerusalem in 1944 and a year later Assistant Inspector General. Catling’s “TOP SECRET” file has lain untouched in the Rhodes House archives of the Bodleian Libraries of Oxford University until two years ago.

Two documents dominate the file with 62 appendices of evidence totaling close to 500 pages of materials. The first is a dispatch sent to the Secretary of State, dated 16th of October, 1941, by the High Commissioner of Palestine, Harold MacMichael, labeled “Most Secret”; the second, a Top Secret “Memorandum on the Participation of the Jewish National Institutions in Palestine in Acts of Lawlessness and Violence,” prepared by the Criminal Investigation Department headquarters, The Palestine Police, Jerusalem, dated July 31st, 1947. What should be obvious now, with the materials preserved by Sir Richard C. Catling, is the truth about the creation of the state of Israel: acceptance of UN Resolution 181 by the Jewish Agency Provisional Government as the designated Jewish state was not done with intent to abide by the goal of the UN General Assembly, to provide a state for two peoples in the land of Palestine, but rather to use it as a means to gain eventual control of all the land and cleanse that land of its indigenous people to whatever extent possible. Put bluntly, as the chapters in Macmillan’s new book, The Plight of the Palestinians attests (to be released in June), the current government in Israel continues the practices of past Israeli governments: cleanse the land of its rightful inhabitants to make that land part of the Jewish state. This is what is termed in numerous chapters in this volume, “slow motion genocide.”

Jump Starting the State


Consider the events of April 9-11, 1948, the eradication of the citizens of the town of Deir Yassin, a month before the Agency declared the existence of the Israeli state and the implementation of the UN Resolution to partition. This massacre became then and remains the signature example of the intent of the Zionist Consultancy and its agents to ethnically cleanse Palestine of its non-Jewish inhabitants. 2

During the six months between the adoption of UN Resolution 181 and in subsequent months, the new state of Israel launched a massive military incursion into territory designated by that same Resolution for the Palestinian people, creating in its wake “three quarters of a million Palestinian refugees,” the destruction of “hundreds of entire villages … not only depopulated but obliterated …and houses blown up or bulldozed.” Walid Khalidi’s massive study focuses on 418 villages, once the homes of Palestinians, 292 completely destroyed, 90 others “largely destroyed,” the remainder replaced by Jews called Israeli settlers. 3

Perceiving the Reality

The “despatch” sent by MacMichael to the Secretary of State resulted from an investigation into the funding practices and use of those funds by various Jewish organizations.

The memorandum illustrates … the fact that the Mandatory is faced potentially with as grave a danger in Palestine from Jewish violence as it has ever faced from Arab violence, a danger infinitely less easy to meet by the methods of repression which have been employed against Arabs. In the first place, the Jews … have the moral and political support … of considerable sections of public opinion both in the United Kingdom and the United States of America. … all the influence and political ability of the Zionists would be brought to bear to show that the Jews in Palestine were the victims of aggression, and that a substantial body of opinion abroad would be persuaded of the truth of the contention. 4

Quite obviously, MacMichael understands that the Mandatory has little power at home over the zealous actions of the Zionists as they manipulate public and political opinion even as they expand their terrorism against the British Mandate government in Palestine. This is an untenable position to be in, responsible for government control and security of those under its authority, i.e. Palestinians as well as Jews, knowing that the Jews are set on driving the British out of Palestine, and knowing that the home government can offer little help.

To bolster his points, MacMichael offers the following:

… the Jews in Palestine are by no means untrained in the use of arms … large numbers have received training in the Palestine Police… or in His Majesty’s Forces. At the present time, in addition to approximately 10,000 Jews in His Majesty’s Forces, there are 5,800 in various units of the police force and 15,400 special policemen (31,000) … When to those men … are added the illicit ‘defence’ organizations of the Jews (Haganah alone had an estimated 60-70,000 men by 1945, see Mss, Med. S20 Appendix XXI), it will be evident that the Jewish people in arms would numerically and in calibre be a very formidable adversary. 5

This is in 1941before the full deployment of Jewish terrorism against the legitimate Palestine government got under way.

MacMichael and Catling found themselves missing one of Catling’s primary supports for the waging of “irregular warfare” drawn from his image of the 3-legged stool that required the support of the people, the commander and his army and the government, an image, no doubt, from his childhood in Suffolk where his family were butchers and farmers. But the situation only got worse as the end of WWII loomed. The Haganah carried out anti-British military operations, including the kidnapping, killing and booby trapping of soldiers’ bodies, conducted against the Mandate Government while the home government remained silent under the pall of Israeli Zionist propaganda. 6

But recording the acts of terrorism does not do justice to the conditions the Mandate government faced. MacMichael describes the reality of the forces aligned against the police in Palestine.

A second matter which deeply impressed me is the almost Nazi control exercised by the official Jewish organizations over the Jewish community, willy nilly, through the administration of funds from abroad, the issue of labor certificates in connection with the immigration quota…. The Royal Commission were, in my view, fundamentally at error in describing the Jewish community in Palestine as “intensely democratic”. … The Zionist organization, the whole social structure which it has created in Palestine, has the trappings but none of the essentials of democracy. The community is under the closed oligarchy of the Jewish official organizations which control Zionist policy and circumscribe the lives of the Jewish community in all directions…. The reality of power is in the Agency, with the Haganah, the illegal military organization, always in the background. 7

And so the authorities in Palestine, the legal authorities, have no power to enforce measures that would curtail terrorism against their own police. “The use of force cannot be contemplated at present as any such action would have to be on a very large scale.” MacMichael understands that he can get no help from the Jewish community, even from those who find themselves at odds with the Agency’s methods or morality. The consequences to the individual Jew for disobedience is horrendous as the second document seized from the Zionists in 1947 attests.

Between Two Worlds


Nothing makes more obvious the meaning of the “Zionist Juggernaut” than Catling’s TOP SECRET “Memorandum of the Criminal Investigation Department” of July 31, 1947.

The purpose of this memorandum is to furnish documentary evidence of the extent to which the supreme Jewish national institutions in Palestine and their principal officials have been parties to acts of sedition, violence, incitement and other offences against the laws of Palestine….The bulk of the memorandum concerns the war and post war years… the memorandum will therefore concern itself solely with an attempt to establish the links between the supreme Jewish bodies and illegal activity... 8

Catling’s memorandum begins with an understanding of the “intricate Jewish political, social and economic structure in Palestine.” A series of appendices chart these structures marking in passing that “…the Palestine Royal Commission Report of 1937 understood ‘The Agency is obviously not a ‘governing body’; it can only advise and cooperate in a certain wide field.’ But allied as it is with the Vaad Leumi, and commanding the allegiance of the great majority of Jews in Palestine, it unquestionably exercises, both in Jerusalem and in London, a considerable influence on the conduct of government” [emphasis mine]. Catling’s frustration with the actual control of the Jews over British policy in Palestine glares through this document. “This powerful and efficient organization amounts, in fact, to a government existing side by side with the Mandatory Government…” (2-3) [emphasis mine]. 9

What Catling doesn’t state in that sentence, but what he demonstrates in the memorandum, is that the Jewish Agency and its affiliated organizations are at war with the UN authority in Palestine, the British Mandate Palestine Government. The appendices include detailed information on the personnel in interlocking Jewish organizations and the function of each. The memorandum goes further. It notes that the activities of the Jewish Agency through its controlled organizations send emissaries and instructors abroad “to stir up Zionist sentiments among the Jewish communities and displaced persons, to bring pressure to bear upon the Palestine problem, to organize illegal immigration and engage in espionage.” As a result of its investigations, the Department itemizes six areas of subversive activities undertaken by the Jewish Agency against the British Mandate Government:

1. Maintenance of a secret army and espionage system;
2. Smuggling, theft and manufacture of arms;
3. Illegal immigration;
4. Violence and civil disobedience;
5. Seditious and hostile propaganda;
6. Encroachment upon the civil rights of Jewish citizens. 10

In short, the Zionist controlled Jewish Agency, the Yishuv, actively undermined the legal authority in Palestine even as it operated to undermine support for that government in Britain, placing UK forces in harms way as they attempted to fulfill their authorized responsibilities in Palestine. It also demonstrates the determination of the Agency’s leadership in undermining the very nation that gave it a means of establishing a “homeland” in Palestine through the Balfour Declaration. Needless to say, Catling and his CID forces recognized the impossible position this defiance placed them in and understood the deception and violent means used by the Zionists to ensure that their will and theirs alone would be fulfilled at any cost.

However, the real power behind their efforts, what effectively held together the multiple strands of the web, was the use of extortion on all the Jewish people in Palestine, “…the extortion of money for unauthorized funds and self imposed taxes to further the illicit political ends of the national institutions” (42). Catling’s Memorandum provides evidence of how effective this consolidation of the web’s network operated including the systematic compilation of all wage earners, measures to be adopted in event of refusal to pay, publishing of names of those who failed to contribute, deductions from salary, sanctions on businesses, compulsory assessment, withholding of immigrants certificates, and Jewish Agency officials assessments.

There follows the measures to be taken against shirkers including actions to be taken against anyone aiding a shirker. There is no need to go into the details of these imposed actions; the consequences amount to total ostracism of an individual from his/her community to kidnapping and disappearance.

For those entering the military forces of the Jewish Agency, the Hagana, there is the Hagana Oath (XVI A 157).

I hereby declare that of my own free will and in free recognition I enter the Jewish defence organization of the Land of Israel, (Irgun Haganana Haivri Be’Eretz Israel).

I hearby swear to remain loyal all the days of my life to the defense organization, its laws and its tasks as defined in its basic regulations by the High Command.

I hearby swear to remain at the disposal of the defense organization all my life, to accept its discipline unconditionally and without limit, and at its call to enlist for active service at any time and in any place, to obey all its orders and to fulfill all its instructions.

I hearby swear to devote all my strength, and even to sacrifice my life, to defense and battle for my people and my Homeland, for the freedom of Israel and for the redemption of Zion. 11

In one sense, these two methodologies of control, one imposed by fear, the second by moral obligation, make comprehensible the complete control the Zionists were able to achieve over a protracted period of time toward their distant goals. The fear imposed by extortion rests on its use in providing access to jobs, the protection offered by the “gangs” and Haganah forces, and the enforcement of the rules and regulations as itemized above.

The Haganah Oath goes deeper than fear. In effect, it declares that an individual has turned his/her conscience over to the High Command thus accepting what is right and what is wrong as determined by that authority regardless of local, state or international law, indeed, regardless of the morals, values and traditions of Judaism. This commitment is forever, to death. It is bolstered by a document issued to the Commander and Troops of the Haganah labeled “Security Instructions” that notes at the outset, “Remember, you are a member of an illegal military organization according to the Laws of the government, its existence, activity and membership of it is forbidden” The remainder of the document obligates the recruit to unconditional obedience, absolute silence, and the pragmatic and utilitarian virtues of deceit and lying. 12

Selling the Soul

From the moment an individual takes the oath, they are committed to a life of secrecy and hence of disloyalty and betrayal to those they are most intimate with in their day to day life. Neither their actions nor their true identity is discernible to those with whom they interact regularly. This is a life that encapsulates the necessity of lies, deceit, coercion, extortion, and obedience to a group that dictates the actions one must pursue; freedom no longer exists, self-direction no longer exists, loyalty to others no longer exists, indeed, friendship with others is compromised or impossible, one becomes the subject of that group, a veritable slave to their desires and wills. The mindset that promotes such control allows for spying, for deception of friends, for ostracism in one’s own community for thinking differently, for imprisonment without due process, for torture, even for extrajudicial executions. It is a total commitment to a cause that supersedes all others determined and dictated by an oligarchy in silence and subject to no legitimate institution and to no one.

America’s Loose Nukes in Israel

April 14, 2010 "Antiwar" -- Israel decided this week to send Minister for Intelligence Affairs Dan Meridor to the Nuclear Security summit. This U.S. bid to secure vulnerable nuclear stockpiles against non-state actors is both closely watched and furiously spun. Israel avoided exposing Prime Minister Netanyahu to embarrassing scrutiny of Israel’s clandestine nuclear weapons arsenal. For this reason, trumpets the New York Times, Israel sent a lower-level delegation. But Israel has long responded defiantly to threats of robust U.S. oversight. A long-running investigation into how weapons-grade uranium went missing from Pennsylvania illustrates why America has been incapable of securing its own nuclear materials and know-how from insider threats. The future of that uranium may determine the success or failure of the Obama administration’s non-proliferation effort.

Steve Levin was a member of the underground Haganah – a precursor to the Israel Defense Forces – and fought during Israel’s 1948 war under Meir Amit, who later became head of Israeli intelligence. Levin was a close friend of David Ben-Gurion, the first prime minister of Israel. In the mid-1940s while leading the Jewish Agency, Ben-Gurion launched a massive clandestine conventional arms financing, theft, and smuggling network [.pdf] in the United States diverting to Palestine small arms, heavy machine guns, munitions-making equipment, aircraft, ships, and tanks destined for American scrap yards after World War II.

On the nuclear front, Levin financed the purchase of the Apollo Steel Company facility in Pennsylvania for $450,000. Founder and President Dr. Zalman M. Shapiro, a genius inventor and head of a local Zionist Organization of America (ZOA) chapter, incorporated the Nuclear Materials and Equipment Corporation (NUMEC) at Apollo in 1956. Levin capitalized NUMEC through a stock offering in 1957 and business took off – propelled by the critical knowledge of highly talented scientists. NUMEC co-founder Dr. Leonard P. Pepkowitz previously worked on the clandestine Manhattan Project in 1944 producing America’s first atomic bombs. Pepkowitz later led analytical chemistry research at the Los Alamos National Laboratory in New Mexico. NUMEC regularly received large quantities of highly enriched uranium and plutonium from industry giants Westinghouse and the U.S. Navy for reprocessing into nuclear submarine fuel and other specialty uses. Shapiro was meticulous in his stewardship of the company’s financial resources, carefully shopping around for banks willing to accommodate the complex demands of the fast growing NUMEC.

In the early 1960s, the Atomic Energy Commission (AEC) began documenting suspicious lapses in NUMEC’s security, inexplicably lax record-keeping, and the ongoing presence of large numbers of Israelis at the plant. In 1962 the AEC considered suspending "classified weapons work" at NUMEC. In 1965 an AEC audit found that NUMEC could no longer account for 220 pounds of highly enriched uranium. In 1966 the FBI opened an investigation – code-named Project DIVERT – and began monitoring NUMEC’s management and Israeli visitors. On Sept. 10, 1968, four Israelis visited NUMEC to "discuss thermoelectric devices with Shapiro," according to correspondence seeking official AEC consent for the visit from NUMEC’s security manager. Among the approved visitors was Rafi Eitan. After Eitan’s visit, 587 pounds of highly enriched uranium was classified as missing.

Former Deputy of the CIA’s Directorate of Science and Technology Carl Duckett said the agency came to the conclusion by 1968 that “NUMEC material had been diverted by the Israelis and used in fabricating weapons.” An eyewitness gave testimony to the FBI about one late evening in 1965 when he encountered several NUMEC employees loading a flatbed truck with nuclear materials. It was unusual that material was shipping so late at night. Moreover, these particular employees (names were censored from the 2,654 pages of FBI documents released under the Freedom of Information Act) "never loaded trucks themselves." The eyewitness was "sure this was high-enriched uranium products due to size and shape of the container and the labeling." An armed guard ordered the witness away; he was later threatened to never reveal what he had seen on the loading dock.

The FBI, CIA, Congress, the GAO, and the AEC spent fruitless decades investigating the diversion. The FBI insisted on nuclear forensics to determine whether radioactivity in soil samples collected outside Dimona in Israel had any telltale NUMEC signature. But not until U.S. Navy analyst Jonathan Pollard was arrested spying for Israel in 1985 was Rafi Eitan’s importance fully understood. In 1986 investigators discovered the Eitan who entered NUMEC in 1968 had the same birth date – 11/23/1926 – as the spy handling Pollard. According to Anthony Cordesman, “There is no conceivable reason for Eitan to have gone [to the Apollo plant] but for the nuclear material.” Eitan has since been forced out of the cold as one of Israel’s top economic espionage agents for Israel’s secretive LAKAM, involved in multiple operations against U.S. targets. The Israel lobby’s role, never deeply explored by the Pollard investigators, was perceptible in the background. An operative of a U.S.-Israel business foundation provided the Washington, D.C., safe house where documents stolen by Pollard were duplicated and secreted away to Israel.

But Pollard’s subsequent life sentence in prison is the exception to the rule – crimes for Israel (even nuclear diversion) aren’t punished by America. In a now familiar pattern, the investigation of NUMEC uranium diversion waxed and waned into the 1990s. DIVERT was soon transformed into a futile investigation into whether Zalman Shapiro had foreknowledge or personal involvement in the caper and ways officials in agencies from the State Department to the AEC thwarted warranted law enforcement and accountability for Israel. To date, all of the uranium-diversion masterminds, financiers, and beneficiaries have escaped criminal prosecution, even as U.S. taxpayers fund a nuclear waste cleanup at the (now defunct) NUMEC Apollo facility.

That the U.S. is a sieve for Israeli nuclear espionage is well documented. In 1988 the GAO determined that Department of Energy nuclear laboratories were far too open to foreign visits from "countries identified as sensitive by DOE because they are a security and/or proliferation risk, such as Pakistan and Israel." The lessons of Eitan went unheeded. The report found that "Of 637 visitors from countries such as India, Israel, and Pakistan, the DOE required background checks for only 77." In addition to amassing critical knowledge, other nuclear technologies known to have been diverted from the U.S. to Israel include dual-use triggering technologies, klystrons, and krytons.

It never had to be this way. In the early 1960s, just as the problems at NUMEC began, President John F. Kennedy unleashed a robust non-proliferation and law enforcement pincer maneuver. He demanded U.S. inspections of Israel’s Dimona weapons plant in order to prevent Israel from going nuclear. Kennedy simultaneously ordered Israel’s American lobby to register as foreign agents to bring their undeclared activities out into the open. But Israel and its U.S. lobby ultimately prevailed on both counts.

In formally pressing Israel to join the nuclear Non-Proliferation Treaty while pushing for a settlement freeze and peace negotiations, the Obama administration is retracing JFK’s final footsteps. (Editor's emphasis) Israel’s lobby still has its own sovereign policy priorities. As Zalman Shapiro and lobby elites such as neoconservative gadfly Frank Gaffney gathered at ZOA events on the eve of the U.S. invasion of Iraq, pivoting the U.S. military from Iraq toward Syria and Iran was a top priority. The lobby also worked day and night to keep America’s front (and back) doors open for massive aid transfers and trade preferences, buffing up its own image by plucking operatives from the harsh clutches of law enforcement – even winning presidential pardons to erase or exalt other unfortunate historic events that called into question the U.S.-Israel "special relationship." Investigative reporter Seymour Hersh noted that the American Israel Public Affairs Committee’s (AIPAC) entire executive committee (the Conference of Presidents) favors releasing Jonathan Pollard on the grounds that "his crimes did not amount to high treason against the United States, because Israel was then and remains a close ally." These unspoken, forced policies directly pit Israeli prerogatives against American national security, governance, and rule of law – they are often only won only through illegal means. As Israel ratchets up its own "project divert" effort to compel others to confront NPT signatory Iran (while derailing meaningful Israeli-Palestinian negotiations), the rest of the world showed true commitment to non-proliferation by sending top diplomats to America’s summit.

Israel simply sent in another spy.

This is why the U.S. must demand more than Israel’s entry into the NPT. Only by recovering all purloined nuclear materials can Obama win confidence in America’s own commitment to controlling loose nukes.

The Promised Land?

Obama, Emanuel and Israel

November 07, 2008 "Counterpunch" -- -- In the first major appointment of his administration, President-elect Barack Obama has named as his chief of staff Congressman Rahm Emanuel, an Israeli citizen and Israeli army veteran whose father, according to the Israeli newspaper Haaretz, was a member of Menachem Begin's Irgun forces during the Nakba and named his son after "a Lehi combatant who was killed" -- i.e., a member of Yitzhak Shamir's terrorist Stern Gang, responsible for, in addition to other atrocities against Palestinians, the more famous bombing of the King David Hotel and assassination of the UN peace envoy Count Folke Bernadotte.

In rapid response to this news, the editorial in the next day's Arab News (Jeddah) was entitled "Don't pin much hope on Obama -- Emanuel is his chief of staff and that sends a message". This editorial referred to the Irgun as a "terror organization" (a judgment call) and concluded: "Far from challenging Israel, the new team may turn out to be as pro-Israel as the one it is replacing."

That was always likely. Obama repeatedly pledged unconditional allegiance to Israel during his campaign, most memorably in an address to the AIPAC national convention which Israeli peace activist Uri Avnery characterized as "a speech that broke all records for obsequiousness and fawning", and America's electing a black president has always been more easily imagined than any American president's declaring his country's independence from Israeli domination.

Still, one of the greatest advantages for the United States in electing Barack Hussein Obama was the prospect that the world's billion-plus Muslims, who now view the United States with almost universal loathing and hatred, would be dazzled by the new president's eloquence, life story, skin color and middle name, would think again with open minds and would give America a chance to redeem itself in their eyes and hearts -- not incidently, drastically shortening the long lines of aspiring jihadis eager to sacrifice their lives while striking a blow against the evil empire.

The profound loathing and hatred of the Muslim world toward the United States, which has always had its roots for America's unconditional support for the injustices inflicted and still being inflicted on the Palestinians, can fairly be considered the core of the primary foreign policy and "national security" problems confronting the United States in recent years. Why would Obama, a man of unquestioned brilliance, have chosen to send such a contemptuous message to the Muslim world with his first major appointment? Why would he wish to disabuse the Muslim world of its hopes (however modest) and slap it across the face at the earliest opportunity?

A further contemptuous message is widely rumored to be forthcoming -- the naming as "Special Envoy for Middle East Peace" of Dennis Ross, the notorious Israel-Firster who, throughout the 12 years of the Bush the First and Clinton administrations, ensured that American policy toward the Palestinians did not deviate one millimeter from Israeli policy and that no progress toward peace could be made and who has since headed the AIPAC spin-off "think tank", the Washington Institute for Near East Policy.

Nevertheless, since it is almost always constructive to seek a silver lining in the darkest clouds, a silver lining can be found and cited. For decades, the Palestinian leadership has been "waiting for Godot" -- waiting for the U.S. Government to finally do the right thing (if only in its own obvious self-interest) and to force Israel to comply with international law and UN Resolutions and permit them to have a decent mini-state on a tiny portion of the land that once was theirs.

This was never a realistic hope. It has not happened, and it will never happen. So it may well be salutary not to waste eight more days (let alone eight more years) playing along and playing the fool while more Palestinian lands are confiscated and more Jewish colonies and Jews-only bypass roads are built on them, clinging to the delusion that the charming Mr. Obama, admirable though he may be in so many other respects, will eventually (if only in a second term, when he no longer has to worry about reelection) see the light and do the right thing. It is long overdue for the Palestinians themselves to seize the initiative, to reset the agenda and to declare a new "only game in town".

Furthermore, in February, Israel will elect a new Knesset. Bibi Netanyahu, who, most polls and coalition-building calculations suggest, is most likely to emerge as the next prime minister, has one (if only one) great virtue. He is absolutely honest in not professing any desire (however insincere) to see the creation of any Palestinian "state" (whether decent or less-than-a-Bantustan in nature) or to engage in any talks (even never-ending and fraudulent ones) ostensibly about that possibility. His return to power would definitively slam the door on the illusion of a "two-state solution" somewhere over an ever-receding horizon.

This would constitute a blessing and a liberation for Palestinian minds and Palestinian aspirations. Their leadership(s) could then return, after a long, costly and painful diversion, to fundamental principles, to pursuing the goal of a democratic, nonracist and nonsectarian state in all of Israel/Palestine with equal rights for all who live there.

This just goal could and should be pursued by strictly nonviolent means. If the goal is to convince a determined and powerful settler-colonial movement which wishes to seize your land, settle it and keep it (eventually cleansing it of you and your fellow natives) that it should cease, desist and leave, nonviolent forms of resistance are suicidal. If, however, the goal were to be to obtain the full rights of citizenship in a democratic, nonracist state (as was the case in the American civil rights movement and the South African anti-apartheid movement), then nonviolence would be the only viable approach. Violence would be totally inappropriate and counterproductive. The morally impeccable approach would also be the tactically effective approach. The high road would be the only road.

No American president -- least of all Barack Obama -- could easily support racism and apartheid and oppose democracy and equal rights, particularly if democracy and equal rights were being pursued by nonviolent means. No one anywhere could easily do so. The writing would be on the wall, and the clock would be running out on the tired game of using a perpetual "peace process" as an excuse to delay decisions (while building more "facts on the ground") forever.

Democracy and equal rights would not come quickly or easily. Forty years passed between when, on the night before his assassination, Dr. Martin Luther King cried out that he had been to the mountain top and had seen the promised land and when Barack Obama was elected as president of the United States. (The Bible suggests a similar waiting period in the wilderness for Moses.) Forty-six years passed between the installation of a formal apartheid regime in South Africa and the election of Nelson Mandela as president of a fully democratic and nonracist "rainbow nation".

While it may be be hoped that the transformation would be significantly quicker in Israel/Palestine, it is clear that many who already qualify as "senior citizens" will not live to see the promised land. However, if the promised land of a democratic state with equal rights for all is correctly and clearly perceived and persistently and peacefully pursued, there is ample reason for confidence that Israel/Palestine will one day experience the tearful exaltation of a "Mandela Moment" or an "Obama Moment", restoring hope in the moral potential both of a nation and of mankind, and that the Jews, Muslims and Christians who live there will finally reach their promised land.

Manifest Destiny and Israel: Hidden Agenda

NEXT MONTH, Israel will celebrate its 60th anniversary. The government is working feverishly to make this day into an occasion of joy and jubilation. While serious problems are crying out for funds, some 40 million dollars have been allocated to this aim.

Bur the nation is in no mood for celebrations. It is gloomy.

From all directions the government is blamed for this gloom. "They have no agenda" is the refrain, "Their only concern is their own survival." (The word "agenda", with its English pronunciation, is now fashionable in Israeli political circles, pushing aside a perfectly adequate Hebrew word.)

It is hard not to blame the government. Ehud Olmert speechifies endlessly, at least one speech per day, today at an industrialists' convention, tomorrow at a kindergarten, saying absolutely nothing. There is no national agenda, nor an economic agenda, nor a social agenda, nor a cultural agenda. Nothing.

When he came to power, he presented something that sounded like an agenda: "Hitkansut", an untranslatable word that can be rendered as "contracting", "converging", "ingathering". That was supposed to be a historic operation: Israel would give up a large part of the occupied territories, dismantle the settlements east of the "Separation" Wall and annex the settlements between the Green Line and the Wall.

Now, two years and one war later, nothing of this remains, even the word has been forgotten. The only game in town is the "negotiations" with the Palestinian Authority, which were a farce to start with. Like actors on the stage drinking from empty glasses, all parties pretend that there are negotiations going on. They meet, embrace, smile, pose for photographs, convene joint teams, hold press conferences, make declarations - and nothing, absolutely nothing, really happens.

What is the farce for? Each of the participants has his own reasons: Olmert needs an agenda to fill the void. George Bush, a lame duck who leaves behind him nothing but ruins in every field, wants to present at least one achievement, fictitious as it may be. Poor Mahmoud Abbas, whose continued existence depends on his ability to show some political achievement for his people, clings to this illusion with all his remaining strength. And so the farce goes on.

BUT ANYONE who believes that the government has no agenda, and that the State of Israel has no agenda, is quite wrong. There certainly is an agenda, but is hidden. More precisely: it is unconscious.

People say that ideology is dead. That, too, is a mistake. There is no society without an ideology, and there is no human being without an ideology. When there is no new ideology, the old ideology continues to operate. When there is no conscious ideology, there is an unconscious one, which can be much more potent - and much more dangerous.

Why? A conscious ideology can be analyzed, criticized, opposed. It is much more difficult to fight against an unconscious one, which directs the agenda without giving itself away.

That's why it is so important to locate, uncover and analyze it.

IF YOU ask Olmert, he will strenuously deny that he has no agenda. He has a perfect agenda: to make peace (which is nowadays called "permanent status"). And not just any peace, but a peace based on "Two States for Two Peoples". Without such a peace, Olmert has pronounced, "the State is finished".

In that case, why is there no negotiation, only a farcical pretense? Why does the massive building activity go on, even in the settlements east of the Wall, well within the area that government spokespersons propose for the Palestinian state? Why does the government carry out dozens of military and civilian actions daily that push peace even further away?

According to the government itself, and contrary to what it said at the beginning, it has no intention of achieving peace in 2008. At most, perhaps, maybe, there will be a "shelf agreement". That is an original Israeli invention, meaning an agreement that would be put on the shelf "until conditions are ripe". In other words, meaningless negotiations for a meaningless agreement. Now they say that there is no chance even for that, not in 2008, not in the foreseeable future.

There is no escape from the inevitable conclusion: the government is not working for peace. It does not want peace. And, also, that there is no effective parliamentary opposition pressing for peace, nor any pressure from the media.

What does all this mean? That there is no agenda? No, it means that behind the fictitious agenda, which appears in the media, there hides another agenda that does not meet the eye.

THE HIDDEN agenda is opposed to peace. Why?

Conventional wisdom has it that the government does not pursue peace because it is afraid of the settlers and their supporters. The peace that is being talked about - the peace of Two States for Two Peoples - demands the dismantling of dozens of settlements, including those which harbor the political and ideological leadership of the whole movement. That would mean a declaration of war on all the 250 thousand settlers, apart from those who will leave voluntarily for generous compensation. The current argument is that the government is too weak for such a confrontation.

According to the fashionable formula, "both governments, the Israeli and the Palestinian, are too weak to make peace. Everything must be postponed until strong leaderships emerge on both sides." Some people add the Bush administration to the count - a lame duck president cannot impose peace.

But the settlements are only a symptom, not the heart of the problem. Otherwise, why doesn't the government freeze them, at least, as it has undertaken again and again? If the settlements are the main obstacle to peace, why are they being enlarged even now, and why are new settlements still being set up, disguised as new "neighborhoods" of existing settlements?

Clearly, the settlements, too, are in reality only a pretext. Something more profound is causing the government - and the entire political system - to reject peace.

That is the hidden agenda.

WHAT IS the heart of peace? A border.

When two neighboring peoples make peace, they fix, first of all, the border between them.

And that is precisely what the Israeli establishment opposes, because it negates the basic ethos of the Zionist enterprise.

True, at different points in time the Zionist movement has drawn up maps. After World War I, it submitted to the peace conference the map of a Jewish state extending from the Litani River in Lebanon to El-Arish in the Sinai desert. The map of Vladimir Ze'ev Jabotinsky, which became the Irgun emblem, copied the borders of the original British Mandate on both sides of the Jordan. Israel Eldad, one of the Stern Group leaders, distributed for many years a map of the Israeli Empire that reached from the Mediterranean to the Euphrates and included all of Jordan and Lebanon, with great chunks of Syria and Egypt thrown in. His son, the extreme right-wing Member of the Knesset Arieh Eldad, has not given up this map. And after the Six Day War, the map favored by the right-wing covered all the conquests, including the Golan Heights and the entire Sinai peninsula.

But all these maps were only games. The real Zionist vision does not recognize any maps. It is a vision of a state without borders - a state that expands at all times according to its demographic, military and political power. The Zionist strategy resembles the waters of a river flowing to the sea. The river snakes through the landscape, goes around obstacles, turns left and right, flowing sometimes on the surface and sometimes underground, and on its way takes in more springs. In the end it reaches its destination.

That is the real agenda, unchanging, hidden, conscious and unconscious. It does not need decisions, formulations or maps, because it is encoded in the genes of the movement. This explains, among other things, the phenomenon described in the report of senior prosecution lawyer Talia Sasson on the settlements: that all the organs of the establishment, the government and the military, without any official coordination but with miraculously effective cooperation, acted to set up the "illegal" settlements. Every one of the thousands of officials and officers who spent decades involved in this enterprise knew exactly what to do, even without receiving any instructions.

That is the reason for David Ben-Gurion's refusal to include in the Declaration of Independence of the new State of Israel any mention of borders. He did not intend for a minute to be satisfied with the borders fixed by the United Nations General Assembly resolution of November 29, 1947. All his successors had the same approach. Even the Oslo agreements delineated "zones" but did not fix a border. President Bush accepted this approach when he proposed a "Palestinian state with provisional borders" - a novelty in international law.

In this respect, too, Israel resembles the United States, which was founded along the Eastern seaboard and did not rest until it had reached the Western shores on the other side of the continent. The incessant stream of mass immigration from Europe flowed on westwards, breaching all borders and violating all agreements, exterminating the Native Americans, starting a war against Mexico, conquering Texas, invading Central America and Cuba. The slogan that drove them on and justified all their actions was coined in 1845 by John O'Sullivan: "Manifest Destiny".

The Israeli version of "Manifest Destiny" is Moshe Dayan's slogan "We are fated". Dayan, a typical representative of the second generation, made two important speeches in his life. The first and better known was delivered in 1956 at the grave of Roy Rutenberg of Nahal Oz, a kibbutz facing Gaza: "Before their [the Palestinians in Gaza] very eyes we turn into our homestead the land and villages in which they and their forefathers have lived This is the fate of our generation, the choice of our life - to be prepared and armed, strong and tough - or otherwise, the sword will slip from our fist, and our life will be snuffed out."

He did not mean only his own generation. The second, lesser known speech is more important. It was delivered in August 1968, after the occupation of the Golan Heights, before a rally of young Kibbutzniks. When I asked him about it in the Knesset, he inserted the entire speech into the Knesset record, a very unusual procedure in our parliament.

This is what he told the youth: "We are fated to live in a permanent state of fighting against the Arabs For the hundred years of the Return to Zion we are working for two things: the building of the land and the building of the people That is a process of expansion, of more Jews and more settlements That is a process that has not reached the end. We were born here and found our parents, who had come here before us It is not your duty to reach the end. Your duty is to add your layer to expand the settlement to the best of your ability, during your lifetime ... (and) not to say: this is the end, up to here, we have finished."

Dayan, who was well versed in the ancient texts, probably had in mind the phrase in the Chapter of the Fathers (a part of the Mishnah, which was finished 1800 years ago and formed the basis of the Talmud): "It is not up to you to finish the work, and you are not free to stop doing it."

That is the hidden agenda. We must haul it up from the depths of our unconscious minds to the realm of consciousness in order to face it, to reveal the terrible danger inherent in it, the danger of an eternal war which may in the fullness of time lead this state to disaster.

Approaching the 60th anniversary of the state, we must draw a line under this chapter of our history, exorcise the dybbuk and say clearly: yes, we have ended the chapter of expansion and settlement.

This will enable us to change the course of the river. To put an end to the occupation. To dismantle the settlements. To make peace. To effect a reconciliation with the neighboring people. To turn Israel into a peaceful, democratic, secular and liberal state, that can devote all its resources to the creation of a flourishing, modern society.

And first of all: to agree on a border.


NOTE:

As I have written in the past, if Israel wished to make peace with the Palestinian Arabs she could agree to properly compensate the refugees who were forcefully expelled from the Palestine Mandate during the Nakba, remove all illegal settlements from the occupied territories and apologize for the killing of thousands of Arab Palestinians during the creation of modern Israel. The latter should include a realistic and just compensation to the descendents of those who were killed.

The incontrovertible fact is that modern Irael was created through violence and the breaking of international law. What was done by the Irgun (pre-Israeli military) was gravely immoral and contrary to basic human rights. That in no way excuses the Palestinian Arabs alive today from responding to the current inhabitants of Israel with violence and terrorism any more than it does the IDF from terrorizing the Palestinian people of Gaza and the West Bank.

The only way in which a lasting peace can be won in Palestine is for Israel and the Palestinian Arabs to admit their respective contributions to the ongoing violence including their past transgressions. The truth must first be recognized and agreed to, then can come repentance for past failures, reconciliation and forward progress for both parties in peaceful co-existence. As long as either side refuses to admit to established fact (historical and present reality) no genuine progress will be made.
