Press TV has interviewed Dr. Paul Craig Roberts, former assistant secretary of US Treasury from Panama City, who gives his insight on the revolution in Libya and why US President Barack Obama needs to overthrow Qaddafi when no other US presidents did.
Press TV: Russia has criticized NATO for going far beyond its UN mandate. In other news a joint Op Ed is going to be written by Obama, Cameron and Sarkozy who have said that “leaving Qaddafi in power would be an unconscionable betrayal to the Libyan people”.
We do know that the mandate does not call for regime change; the Obama administration has been saying they are not in there for regime change; but things seem a little different now don't they?
Roberts: Yes they do. First of all, notice that the protests in Libya are different from the ones in Egypt or Yemen or Bahrain or Tunisia and the difference is that this is an armed rebellion.
There are more differences: another is that these protests originated in the eastern part of Libya where the oil is - they did not originate in the capital city. And we have heard from the beginning credible reports that the CIA is involved in the protests, (Webster Tarpley also makes this point here) and there have been a large number of press reports that the CIA has sent back to Libya its Libyan asset to head up the Libyan rebellion.
In my opinion, what this is about is to eliminate China from the Mediterranean. China has extensive energy investments and construction investments in Libya. They are looking to Africa as a future energy source.
The US is countering this by organizing the United States African Command (USAC), which Qaddafi refused to join. So that's the second reason for the Americans to want Qaddafi out.
And the third reason is that Libya controls part of the Mediterranean coast and it's not in American hands.
Press TV: Who are the revolutionaries. The US say they don't know who they're dealing with, but considering the CIA is on the ground in contact with revolutionaries - Who are the people under whom Libya will function in any post-Qaddafi era?
Roberts: Whether or not Libya functions under “revolutionaries” depends if the CIA wins - we don't know that yet. As you said earlier, the UN resolution puts constraints on what the European and American forces can achieve in Libya. They can have a no fly zone, but they are not supposed to be in there fighting together with the rebels.
But of course the CIA is. So we do have these violations of the UN resolution. If NATO, which is now the cover for the “world community,” succeeds in overthrowing Qaddafi, the next target will be Syria. Syria has already been demonized.
Why are they targeting Syria? - Because the Russians have a very large naval base in Syria. And it gives the Russian navy a presence in the Mediterranean; the US and NATO do not want that. If there is success in overthrowing Qaddafi, Syria is next.
Already, they are blaming Iran for Syria and Libya. Iran is a major target because it is an independent state that is not a puppet of the Western colonialists.
Press TV: With regards to the expansionist agenda of the West, when the UN mandate on Libya was debated in the UN Security Council, Russia did not veto it. Surely Russia must see this expansionist policy of the US, France and Britain.
Roberts: Yes they must see that; and the same for China. It's a greater threat to China because it has 50 major investment projects in eastern Libya. So the question is why did Russia and China abstain rather than veto and block? We don't know the answer.
Possibly the countries are thinking to let the Americans get further over- extended, or they may not have wanted to confront the US with a military or diplomatic position and have an onslaught of Western propaganda against them. We don't know the reasons, but we know they did abstain because they did not agree with the policy, and they continue to criticize it.
Press TV: A sizeable portion of Qaddafi's assets have been frozen in the US as well as some other countries. We also know that the Libyan revolutionaries have set up a central bank and that they have started limited production of oil and they are dealing with American and other Western firms. It begs the question that we've never seen something like this happen in the middle of a revolution. Don't you find that bizarre?
Roberts: Yes it's very bizarre and very suggestive. It brings back the fact of all the reports that the CIA is the originator of this so-called revolt and protest and is fomenting it and controlling it in a way that excludes China from its own Libyan oil investments.
In my opinion, what is going on is comparable to what the US and Britain did to Japan in the 1930s. When they cut Japan off from oil, from rubber, from minerals; that was the origin of World War II in the pacific. And now the Americans and the British are doing the same thing to China.
The difference is that China has nuclear weapons and it also has a stronger economy than do the Americans. And so the Americans are taking a very high risk not only with themselves, but with the rest of the world. The entire world is now at stake on American over-reach; American hubris - the drive for American hegemony over the world is driving the rest of the world into a World War.
Press TV: In the context of America's expansionist policies, how far do you think the US will stretch beyond the UN mandate? Are we going to see boots on the ground?
Roberts: Most likely - unless they can find some way of defeating Qaddafi without that. Ever since we've had Bill Clinton, George W. Bush and now Obama, what we've learned is law means nothing to the executive branch in the US. They don't obey our own laws; they don't obey international law; they violate all the civil liberties and buried the principal of habeas corpus, no crime without intent, and the ability for a defendant to be legally represented.
They don't pay any attention to law so they're not going to pay any attention to the UN. The UN is an American puppet organization and Washington will use it as a cover. So, yes, if they cannot run Qaddafi out they will put troops on the ground - that's why we have the French and the British involved. We're using the French elsewhere in Africa also; we use the British in Afghanistan - they're puppets.
These countries are not independent. Sarkozy doesn't report to the French people - he reports to Washington. The British PM doesn't report to the English people he reports to Washington. These are puppet rulers of an empire; they have nothing to do with their own people and we put them in office.
Press TV: So these other countries would welcome having NATO troops on the ground?
Roberts: Of course. They are in the CIAs pocket. It's a CIA operation, not a legitimate protest of the Libyan people. It's an armed rebellion that has no support in the capital city. It's taking place in the east where the oil is and is directed at China.
Press TV: Where do you see the situation headed? There seems to be a rift between NATO countries with Britain and France wanting to increase the momentum of these air strikes, but the US saying no, there is no need.
Roberts: The rift is not real. The rift is just part of the cover, just part of the propaganda. Qaddafi has been ruling for 40 years - he goes back to Gamal Abdel Nasser (before Anwar Sadat) who wanted to give independence to Egypt.
He (Qaddafi) was never before called a brutal dictator that has to be removed. No other president has ever said Qaddafi has to go. Not even Ronald Reagan who actually bombed Qaddafi's compound. But all of a sudden he has to go. Why?
Because he's blocking the US African Command, he controls part of the Mediterranean and he has let China in to find its energy needs for the future. Washington is trying to cripple its main rival, China, by denying China energy. That's what this is really about; a reaction by the US to China’s penetration of Africa.
If the US was concerned about humanitarianism, it wouldn't be killing all these people in Afghanistan and Pakistan with their drones and military strikes. Almost always it's civilians that are killed. And the US is reluctant to issue apologies about any of it. They say we thought we were killing Taliban or some other made-up enemy.
Press TV: Who will benefit from all of this other than the US? The other countries that comply with US wishes - What do they stand to gain from this?
Roberts: We are only talking about NATO countries, the American puppet states. Britain, France, Italy, Germany, all belong to the American empire. We've had troops stationed in Germany since 1945. You're talking about 66 years of American occupation of Germany. The Americans have military bases in Italy - how is that an independent country? France was somewhat independent until Washington put Sarkozy in power. So they all do what they're told.
Washington wants to rule Russia, China, Iran, and Africa, all of South America. (Editor's bold emphasis throughout) Washington wants hegemony over the world. That's what the word hegemony means. And Washington will pursue it at all costs.

‘Barack-A-lujah! I Have Seen The Light!’

March 20, 2011 "Information Clearing House" -- Thanks to the helpful feedback I have received over these past two, or so, years, I have seen the enormous error of my ways.
I used to be against ALL wars and the use of violence, but (and I must admit a little confusion on this one, at first) now it seems that I am against wars, acts of war, and violence ONLY if a Republican is president. Now I understand with perfect clarity that it was good to protest Bush—and if the US-UN resolution against Libya was done when Bush was president, it would have been wrong—but now it’s “compassionate.” I must admit, I was a little shocked to find out that the US actually commits compassionate acts and, again, silly me—I thought most acts of war and war were for profit. I realize that only a jerk (or racist) would think that now. I have repented.
I cringe with embarrassment when I think of the wasted years imagining that there could be any other way to solve problems without killing more innocent people! It’s okay to bomb Libyans to save Libyans (or Iraqis to save Iraqis; or Afghans to save Afghans; or Yemenis to save Yemenis, etc) because a Democratic president who has been given the cover of the UN Security Council may bomb them. Yep, it’s all starting to make sense. With all the continuing conflicts, imagining a world without war was starting to seem useless—and now I know it was! Phew!
This is another kooky idea I had—that the Security Council of the UN oftentimes, if not always, bowed to the will of the global oligarchy—or should we say, OILigarchy. I chuckle, because apparently that notion was either dead wrong, or was just a fact of life up until January 20, 2009.
Here’s another mistaken notion that I labored under all these years: Torture is inhumane and a war crime. Up until just last week, I thought the US torture camp at Guantanamo Bay, Cuba should be closed and that military tribunals should not resume—but President Obama signed an executive order to keep Gitmo open and resume military tribunals. Wow, it’s like from almost one day to the next, torture and illegal, indefinite detention became acceptable practices.
Pssst—since I am in confession mode, I want to, with a red face, confess something else. Please, I hope you laugh with me and not at me, but this is so hard to admit. I thought I learned that US citizens were to be arrested only with reasonable cause, given their due process, and THEN punished if found guilty. I must admit I still thought that was wrong earlier today, but when I was (not so) gently and repeatedly reminded that we have a change agent as president, the scales fell from my eyes and now I get it! If Barack Obama (D) thinks that a US citizen needs to be executed without a trial or even a handshake, then by golly that person must need to be killed. Barack Obama (D) is a Constitutional scholar after all and I am sure his interpretation of the Bill of Rights is the correct one. Who am I to argue? What a relief—thinking is so unnecessary and hard!
Now the skeptical, old and ignorant Cindy Sheehan would have thought that the US was only concerned with the regime in Libya “killing its own citizens” because Libya has large crude oil reserves, but that was before I reflected on the fact that Barack Obama (D) has told us that offshore drilling and nuclear power is safe! Like my new hero, Barack Obama (D) keeps saying, we do need to “reduce” US dependence on “foreign oil,” but not before we kill as many people as we must to get all of that oil. The old me also would have thought that we needed to entirely eliminate our dependence on petroleum and petroleum products all together, but if Barack Obama (D) says it’s safe, that’s good enough for me!
I just hope the people of Libya realize that it’s way more of an honor to be killed by a US bomb then by a Libyan bomb and what an honor it is that the US is paying attention to their internal strife, because we don’t always do that—we like to pick and choose—and Libya, it’s probably just a coincidence that we choose YOU because you have oil. My country would never do anything wrong when a Democrat is president and I will forget history, too, because I don’t need it anymore.
I also must admit that I used to spend a lot of time worrying about Pfc Bradley Manning being incarcerated and tortured at Quantico for allegedly dumping info about US policy to Wikileaks. Now, I believe that if he did that to my wonderful president, he must deserve the treatment he is getting. Manning, that traitor, is lucky President Obama (D) hasn’t just decided to drop a Hellfire missile on him from one of those righteous drones he loves to use!
Additionally, if Obama (D) says that Manning’s treatment is “appropriate,” I believe him now. Worrying about Bradley was keeping me up at night and now I wish I had the money back that I incorrectly donated to his legal defense fund so I can send it to the Committee to Re-Elect the President.
The old axiom is true! Confession is good for the soul!
I hope with this confession and subsequent penance (10 Our Fathers, 20 Hail Mary’s and a pledge to vote Democrat for the rest of my life) that I am accepted back into the fold of the Democratic Party. I will also voluntarily swear to uphold healthcare for profit and to love Wall Street, the war machine, and the bankers with all my heart while detesting working people and those people who want to “kill Americans” for absolutely no reason.
In Obama I trust. What a relief! Having a conscience is very isolating.
Let’s Party with a capital D because if I can CHANGE, then there is HOPE for everyone and anyone else who are still lost wandering nearly alone in that wilderness of integrity.

Obama's Serbia-Solution for Libya; "Split the country and steal the oil"

March 20, 2011 "Information Clearing House" -- The Obama administration never would have launched a war on Libya if they didn't have a puppet-in-waiting ready to take power as soon as the fighting ended. That puppet appears to be Mustafa Abdul Jalil, Gaddafi's former justice minister. Jalil is presently the opposition leader of the Libyan National Transitional Council which oversees the insurgents from Al Bayda. This is not a grassroots movement that embraces the fundamental precepts of democratic government. It's a clatter of rebels armed by the Egyptian military (with US approval) to topple the Gaddafi regime. Jalil has garnered the military support of the so-called "international community" despite the fact that peaceful protesters in Bahrain, Yemen and Saudi Arabia have been kicked to the curb. It's just another example of the UN's selective support for pro-democracy movements.

A Libya that respects all international agreements, is good to its neighbors, stands against terrorism, with respect for all religions and ethnicities....We will be seeking a smooth peaceful transition, with a drafting of a new constitution that will lead the country to a free and fair legislative and parliamentarian elections as well as presidential election.....There will be peaceful conference of governance according to elections, under the observation of the international organizations." There you have it, another committed "democrat" like Karzai, Abbas, Calderon, Uribe, Siniora etc. Jalil predictably parrots all the familiar public relations buzzwords: Civil society, constitution, peaceful transition, parliamentarian elections, democracy, democracy, democracy and, oh, did I mention democracy. The idea that this US-sponsored farce is some type of spontaneous eruption of the freedom-seeking masses is laughable. Here's an excerpt from an article in Reuters that reveals the truth behind the propaganda:
"Egypt's military has begun shipping arms over the border to Libyan rebels with Washington's knowledge, The Wall Street Journal reported on Friday. Quoting U.S. and Libyan rebel officials, the newspaper said the shipments were mostly of small arms such as assault rifles and ammunition. It appeared to be the first case of an outside government arming the rebel fighters, the newspaper said...."
The United States is a major ally and supplier of military aid to Egypt...."
"Americans have given the green light to the Egyptians to help. The Americans don't want to be involved in a direct level, but the Egyptians wouldn't do it if they didn't get the green light." ("Egypt arming Libya rebels, Wall Street Journal reports", Reuters)
This may explain why Hillary chose to meet with Egypt's new junta leaders just last week. She probably wanted to make sure that US operations were running smoothly next door in Libya. In any event, it's clear that the Obama administration is using its influence in Cairo to smuggle weapons to rebels in Benghazi.
So, what's the endgame here? Does Obama really think he can depose Gaddafi with this armed rabble of malcontents or does he have something else up his sleeve?
The answer to these questions can be found in an article in Businessweek titled "Libya’s Eastern Rebels, Long-Time Qaddafi Foes, Driving Revolt." Here's an excerpt:
"Decades of poor treatment and economic discrimination against Libyans in the country’s eastern province of Cyrenaica provided the kindling for the revolt against leader Muammar Qaddafi.... The rebellion began in Cyrenaica, a region endowed with oil....
With hundreds of miles of desert separating the main towns of Libya’s three regions, Cyrenaica, Tripolitania and Fezzan, in the Sahara at the southwest of the country, the regions had little binding them together..."
“Libya as a country is a relatively new concept,” said Elliott Abrams, a fellow at the Council on Foreign Relations in Washington and a former deputy national security adviser to President George W. Bush. “The period of Libya as a modern nation really starts after World War II.”
Most of Libya’s proven oil and gas reserves lie in Cyrenaica, one of three provinces that the 20th century colonial power, Italy, melded into the precursor of modern Libya. Oil and gas account for 97 percent of Libya’s export earnings, one-fourth of the country’s economic output, and 90 percent of government revenue, according to the International Monetary Fund.
“Substantial revenues from the energy sector coupled with a small population give Libya one of the highest per capita GDPs in Africa, but little of this income flows down to the lower orders of society,” the U.S. Central Intelligence Agency wrote in a public document analyzing Libya’s economy.
With $105 billion of reserves in the national treasury and a population of about 6.5 million, Libya has ample funds to support a transition from Qaddafi’s regime and ease any regional tensions that may come from four decades of investment favoring the Tripoli region, Abrams said in an interview.

So, what does it mean?
It means that all of Libya's resources lie in the eastern province which can be easily split-off Serbia-style with the support of foreign imperialists using their proxy armies and their "democracy promoting" puppets. This is what's really at the heart of Obama's "humanitarian intervention", further Balkenization of the Middle East. It's just more plunder disguised as magnanimity.
March 20, 2011 "Information Clearing House" -- The Obama administration never would have launched a war on Libya if they didn't have a puppet-in-waiting ready to take power as soon as the fighting ended. That puppet appears to be Mustafa Abdul Jalil, Gaddafi's former justice minister. Jalil is presently the opposition leader of the Libyan National Transitional Council which oversees the insurgents from Al Bayda. This is not a grassroots movement that embraces the fundamental precepts of democratic government. It's a clatter of rebels armed by the Egyptian military (with US approval) to topple the Gaddafi regime. Part II. "Operation Libya" and the Battle for Oil
The US and NATO are supporting an armed insurrection in Eastern Libya, with a view to justifying a "humanitarian intervention".
This is not a non-violent protest movement as in Egypt and Tunisia. Conditions in Libya are fundamentally different. The armed insurgency in Eastern Libya is directly supported by foreign powers. The insurrection in Benghazi immediately hoisted the red, black and green banner with the crescent and star: the flag of the monarchy of King Idris, which symbolized the rule of the former colonial powers. US and NATO military advisers and special forces are already on the ground. The operation was planned to coincide with the protest movement in neighbouring Arab countries. Public opinion was led to believe that the protest movement had spread spontaneously from Tunisia and Egypt to Libya.
The Obama administration in consultation with its allies is assisting an armed rebellion, namely an attempted coup d'Etat:
"The Obama administration stands ready to offer "any type of assistance" to Libyans seeking to oust Moammar Gadhafi, Secretary of State Hillary Clinton [February 27] "we've been reaching out to many different Libyans who are attempting to organize in the east and as the revolution moves westward there as well," Clinton said. "I think it's way too soon to tell how this is going to play out, but we're going to be ready and prepared to offer any kind of assistance that anyone wishes to have from the United States." Efforts are under way to form a provisional government in the eastern part of the country where the rebellion began at midmonth.
The U.S., Clinton said, is threatening more measures against Gadhafi's government, but did not say what they were or when they might be announced.
The U.S. should "recognize some provisional government that they are trying to set already up..." [McCain]
Lieberman spoke in similar terms, urging "tangible support, (a) no-fly zone, recognition of the revolutionary government, the citizens' government and support for them with both humanitarian assistance and I would provide them with arms."
The Planned Invasion
A military intervention is now contemplated by US NATO forces under a "humanitarian mandate".
--"The United States is moving naval and air forces in the region" to "prepare the full range of options" in the confrontation with Libya: Pentagon spokesperson Col. Dave Lapan of the Marines made this announcement [March 1]. He then said that "It was President Obama who asked the military to prepare for these options," because the situation in Libya is getting worse." The real objective of "Operation Libya" is not to establish democracy but to take possession of Libya's oil reserves, destabilize the National Oil Corporation (NOC) and eventually privatize the country's oil industry, namely transfer the control and ownership of Libya's oil wealth into foreign hands.
