US spy agencies paint grim picture of Afghan war

Two reports produced by US intelligence agencies sharply contradict the American military's claims of success in the nine-year-old war in Afghanistan.

The National Intelligence Estimates on Afghanistan and Pakistan were recently presented in secret to members of the Senate and House intelligence committees. They represent the consensus view of Washington's 16 separate intelligence agencies, led by the Central Intelligence Agency, the National Security Agency, the State Department and the various arms of military intelligence.

Coming on the eve of the formal presentation by the Obama White House of its review of the US policy in Afghanistan and Pakistan, the reports stand in sharp contradiction to the rosy estimates being peddled by the US military.

This month marks one year since President Barack Obama, in a speech at West Point, ordered his military “surge” in Afghanistan. This escalation saw the deployment of 30,000 more US troops into the impoverished, war-torn country, bringing the total US force there to nearly 100,000. Another 50,000 NATO and other foreign troops are participating in the US-led colonial-style war.

On Tuesday, President Obama signed off on a report prepared by Gen. David Petraeus, the top US military commander in Afghanistan, which claims that the escalation of the war has proved successful.

Previewing the report, which will be formally presented by the president today, White House spokesman Robert Gibbs said Wednesday, “There has been some important progress in halting the momentum of the Taliban in Afghanistan.” He also claimed that the US has “seen greater cooperation over the course of the past 18 months, with the Pakistani government.”

According to unnamed senior government officials quoted in the New York Times and the Los Angeles Times on Wednesday, however, US intelligence agencies challenge the veracity of such claims.

The classified intelligence reports contend that large swaths of Afghanistan are still at risk of falling to the Taliban, according to officials who were briefed on the National Intelligence Estimates,” the Los Angeles Times reported.

The paper also reported that the reports, presented at a closed-door hearing of the Senate Intelligence Committee recently, state that the Pakistani government “remains unwilling to stop its covert support for members of the Afghan Taliban who mount attacks against US troops from the tribal areas of the neighboring country.”

According to the New York Times, the reports conclude that “there is a limited chance of success unless Pakistan hunts down insurgents operating from havens on its Afghan border.”

The Washington Post carried an article Wednesday indicating that the administration's own review, at least in regard to Pakistan, appears to concur in part with the intelligence estimates. It quoted an official familiar with the review as stating that Pakistan has not “fundamentally changed its strategic calculus” regarding the use of the country's Federally Administered Tribal Areas by armed Afghan opposition groups as sanctuary.

The Pakistani military and intelligence apparatus has longstanding ties to the Taliban, which it views as a counterweight to the attempt by its regional rival, India, to exert its influence in Afghanistan.

The logic of this shared assessment of the role played by Pakistan is the escalation of US pressure on the government in Islamabad and the increasing extension of the US military intervention into Pakistani territory.

White House spokesman Gibbs advised that the results of the policy review will “not surprise” anyone who has been familiar with the administration's policies.

Indeed, the long-awaited review has become virtually a non-event. The Obama administration already spelled out its intentions at the NATO summit in Lisbon last month, where it embraced a new timeline that effectively jettisoned the pledge made by the US president last December to begin withdrawing US troops from Afghanistan in July of 2011.

The new deadline embraced in Lisbon is the end of 2014 when, supposedly, Afghan security forces would be capable of taking over most combat operations in the country. July 2011 will, at most, see a token withdrawal, that will leave the bulk of US forces in the country. And military commanders have indicated that they expect American troops to remain in Afghanistan well past 2014.

The inability of the Obama administration to hold off announcing this new policy until its policy review was formally presented is indicative of the crisis gripping the US enterprise in Afghanistan, and in particular the fear that any illusion that Washington planned a major withdrawal by next year would only strengthen the Taliban and other armed opposition groups.

The extreme sensitivity of the US military to any questioning of its claims of success was expressed in the Pentagon's reaction to the National Intelligence Estimates.

Both the New York Times and the Los Angeles Times quoted an unnamed senior Pentagon official as dismissing the intelligence reports as out-of-date and irrelevant, having been produced by Washington bureaucrats unfamiliar with the situation on the ground in Afghanistan.

“They are not on the ground living it day in and day out like our forces are, so they don’t have the proximity and perspective,” the official told the Times.

But, as the New York Times pointed out, the CIA has built its largest station since the Vietnam War in Kabul and is commanding secret armies and death squads that number in the thousands in Afghanistan.

The Los Angeles Times article included an angry retort from an unnamed senior intelligence official. “The notion that intelligence officers aren't on the ground in Afghanistan and on the front lines in the fight against terrorism is preposterous,” he said.

This kind of backbiting within the US military-intelligence apparatus is symptomatic of the crisis atmosphere pervading the entire imperialist venture in Afghanistan.

The military's claims of progress in Afghanistan are linked to what is referred to by the Pentagon as the rise in “kinetic activity,” i.e., the escalating use of deadly force that has accompanied the Obama surge. It has resurrected the discredited method of “body counts,” claiming, for example, to have killed 952 “insurgents” during a 90-day period ending December 2. Many of these were the victims of special forces death squads, which have frequently assassinated unarmed civilians in the course of controversial night raids.

The US military has also sharply escalated the use of aerial bombardment, having dropped 5,465 bombs and missiles on Afghanistan in the first 11 months of this year. This already considerably outpaces the 4,184 that were dropped in all of 2009.

Now, for the first time, the Pentagon is bringing heavy battle tanks into Afghanistan, a move that will significantly increase the US military's firepower and the overall carnage.

The predictable result of this increased violence is a rise in civilian casualties, a sharp deterioration in economic and social conditions and growing popular anger against the foreign occupation.

More than 2,400 civilians have been killed in Afghanistan between the months of January and September alone
, the most intense bloodshed since the US invaded the country in 2001. The UN Assistance Mission in Afghanistan reported a 31 percent rise in civilian casualties for the first six months of this year compared to the same period in 2009.

In the latest incident, NATO acknowledged on Wednesday that it is investigating a bombing by a US warplane in the Marjah district of Helmand province in which an Afghan civilian was killed and two children were wounded. “We are here to protect the Afghan people and initial indications are that in this case we may have failed,” a military spokesman said. Marjah was supposedly one of the “success” stories after the US Marines carried out a major offensive there earlier this year.

The International Committee of the Red Cross organized a press conference in Kabul Wednesday to decry what the agency said was the worst violence it has seen in Afghanistan in 30 years.

The proliferation of armed groups threatens the ability of humanitarian organizations to access those in need
,” said Reto Stocker, head of the ICRC in Afghanistan. “Access for the ICRC has over the last 30 years never been as poor.”

Stocker said that the agency had called the press conference because it is “extremely concerned of yet another year of fighting with dramatic consequences for an ever-growing number of people in by now almost the entire country.” While the US has concentrated its surge in the southern provinces of Helmand and Kandahar, the Red Cross representative said that the growth of the insurgency had cut off its access to the previously peaceful north of the country.

This assessment was shared by a group of aid workers and others working in Afghanistan who addressed an open letter to President Obama last week.

The situation on the ground is much worse than a year ago because the Taliban insurgency has made progress across the country,” they wrote. “It is now very difficult to work outside the cities or even move around Afghanistan by road. The insurgents have built momentum, exploiting the shortcomings of the Afghan government and the mistakes of the coalition.”

The growing hostility of the Afghan people to the US occupation produced by the Obama surge found expression in a poll conducted earlier this month by the Washington Post, ABC News, the British Broadcasting Corporation and Germany’s ARD television.

The survey found that more than half of the Afghan population wants the US and other foreign forces to begin their withdrawal by mid-2011, if not immediately. Three-quarters of those surveyed supported negotiations between the Afghan government and the Taliban, the insurgent force that the US military is attempting to annihilate. And support for the Taliban in Kandahar province, the main focus of the ongoing US surge, has increased markedly, with 45 percent saying that they view the movement favorably.

Given the inherent dangers in expressing hostility to the US occupation and support for the Taliban, there is no doubt that the poll is a pale indication of both the popular outrage over the US military offensive and the level of support for the armed groups fighting against the occupation.

A Neocon Preps US for War with Iran

August 13, 2010 "Information Clearing House" -- I guess I was naïve in thinking that The Atlantic and its American-Israeli writer Jeffrey Goldberg might shy away from arguing for yet another war — this one with Iran — while the cauldrons are still boiling in Afghanistan and Iraq.

It’s worth remembering how Goldberg helped to make the case for the U.S. invasion of Iraq. For instance, on Oct. 3, 2002, as America’s war fever was building, Goldberg wrote in Slate, the online magazine:

“The [Bush] administration is planning … to launch what many people would undoubtedly call a short-sighted and inexcusable act of aggression. In five years, however, I believe that the coming invasion of Iraq will be remembered as an act of profound morality.”

Looking back on Goldberg’s commentaries at the time, it’s also a reminder of how many U.S. publications that are considered centrist or even liberal were bending over backward to get in line with that coming invasion.

Even earlier, on March 25, 2002, Goldberg filled the pages of The New Yorker with a mammoth 17,000-word story hyping Iraqi leader Saddam Hussein’s ties to terrorism and glossing over the ambiguities regarding the gassing of civilians in the Kurdish city of Halabja during the Iran-Iraq war.

Goldberg’s magnum opus, entitled “The Great Terror,” earned him high marks from other neocons and essentially “made” Goldberg’s career. The story was also made to order, so to speak, for President George W. Bush and Vice President Dick Cheney.

Presenting Goldberg with an award for the article, the Overseas Press Club saw fit to note that former CIA director James Woolsey described the story as a “blockbuster.” Woolsey, the self-described "anchor of the Presbyterian wing of JINSA (The Jewish Institute for National Security Affairs),” has been a strong advocate for the use of force against any and all perceived enemies of Israel.

Woolsey also was the prime manufacturer and a key disseminator of bogus “intelligence” on the Saddam-al-Qaeda connection. In The New Yorker article, while exaggerating Iraq’s links to terrorism, Goldberg quotes Woolsey complaining about the CIA’s alleged aversion to learning about Saddam’s ties to al-Qaeda.

It is a safe bet that Goldberg’s prose under the subhead “The Al-Qaeda Link” was inspired by Woolsey. But it gets worse; the detail in that section came mostly from a drug dealer in a Kurdish prison, whom a British journalist, following upon Goldberg’s reporting, quickly determined to be a “liar.”

A Friendly Reception

Yet, not surprisingly, Goldberg emerged from his work prepping the PR ground for the U.S. invasion of Iraq as a well-respected "journalist," so much so that he was afforded deferential treatment when he made a tour of the cable TV news programs this week promoting his new case for a new war, this time with Iran.

Goldberg had just produced a new magnum opus for another prestige journal, The Atlantic, entitled “The Point of No Return,” explaining Israel’s case for bombing Iran and the reasons why the United States should join in.

On Wednesday, Goldberg swatted away softball questions from MSNBC anchor Andrea Mitchell, who joined in a friendly chat about whether the U.S. or Israel or both should opt for what Mitchell described as a “military response” to the “Iranian nuclear threat,” and when.

Goldberg claimed that Israeli Prime Minister Netanyahu sees the challenge from Iran as being on a par with the Holocaust, believing that Iran is bent on the destruction of Israel with its 6 million people.

“Are you persuaded that Israel would take action against Iran unilaterally?” asked Mitchell. “Yes, I am; I am,” Goldberg responded.

Goldberg added that he believes that President Barack Obama is not prepared to live with a nuclear Iran but that it remains an open question whether he would take military action to prevent that eventuality. Goldberg said Obama “probably” would not.

And that being the case, Goldberg thought Netanyahu would be inclined to unleash Israeli forces unilaterally and absorb any damage this might do to bilateral relations with Washington.

At the end of the Mitchell interview, she lofted what appeared to be a canned question and, in response, Goldberg seemed downright eager to share what he called a “secret,” as he put it.

Mitchell asked when Obama planned to visit Israel. Goldberg, however, expressed a concern: “The Israelis are worried about Obama coming; they don’t want him to be boo-ed wherever he goes; that’s the last thing they need. Obama is not popular in Israel in the way Bush and Clinton were.”

The unmistakable message: An Obama tour of Israel could be an ugly affair.

Chatting with Wolf

Goldberg walked through a similar discussion on the merits of war when he appeared on CNN, a guest of Wolf Blitzer’s “The Situation Room.”

Goldberg: “The question is what can the Obama administration do to stop the Iranians from pursuing the nuclear program … it seems unlikely to me at this point that Iran is simply going to say, because President Obama asks, you know, we’re going to end our nuclear program.”

Blitzer: “You have concluded that an Israeli air strike against Iran’s nuclear facilities is — in your word — a near certainty?”

Goldberg: “Well, it’s a near certainty, in the long term, but even in the next year I give it a 50 percent or better chance. Next year, meaning by next July.”

Not that it probably would have mattered, but someone probably should have told Andrea Mitchell and Wolf Blitzer that more skeptical observers have described Goldberg’s previous “journalism” in very unflattering terms.

One critic deemed Goldberg’s pre-Iraq War reporting for The New Yorker as “a journalism-school nightmare: bad sources, compromised sources, unacknowledged uncertainties … with alarmist rhetoric that is now either laughable or nauseating, depending on your mood.”

For instance, the fact that many civilians were gassed as Iraqi and Iranian forces clashed on March 16, 1988, in the area of Halabja, just barely inside Iraq’s border with Iran, is beyond dispute.

However, what is not clear is the blockbuster charge that it was the Iraqis, rather than the Iranians, who used the deadly chemical warfare agents. The U.S. government has pointed the finger in both directions, often depending on which side of the conflict Washington was tilting toward.

A joint CIA and Defense Intelligence assessment focused in on the “blood agents (cyanogen chloride) deemed responsible for most of the deaths in Halabja and determined that the Iraqis had no history of using those particular agents, but that the Iranians did.

That particular CIA-DIA report concluded that, despite the conventional wisdom, “the Iranians perpetrated this attack.”

Dr. Stephen Pelletiere, a senior CIA analyst on Iraq during its war with Iran, told Roger Trilling of the Village Voice that he is one among many who believe that Goldberg’s account of the killings at Halabja was wrong and that the issue was far from academic.

Pelletiere said: “We say Saddam is a monster, a maniac who gassed his own people, and the world shouldn’t tolerate him. But why? Because that’s the last argument the U.S. has for going to war with Iraq.”

It may well have been the most emotionally riveting argument, I suppose.

Debunking the Junk

But what about Iraq’s alleged WMDs and supposed ties between Iraq and al-Qaeda? Goldberg made an attempt to include those canards as well, focusing mostly on chemical and biological warfare agents. (He left to the New York Times’ Judith Miller, who was later fired, and Michael Gordon, who is still chief military correspondent, to do the heavy lifting for the lies about Iraq’s supposed nuclear weapons.)

A final story about Jeffrey Goldberg’s pre-Iraq-invasion stories: Just a week before Congress bowed to Bush’s request for war authorization against Iraq, Goldberg was writing in Slate about the dangers of “aflatoxin,” which he had cited 15 times in his New Yorker article.

“Aflatoxin does only one thing well,” Goldberg wrote. “It causes liver cancer. In fact, it induces it particularly well in children.”

However, Goldberg’s obsession with “aflatoxin” didn’t stand up too well after the U.S.-led invasion found no evidence that Iraq still had bio-weapons stockpiles. Regarding aflatoxin, Charles Duelfer, the Bush administration’s chief weapons inspector in Iraq, concluded that there was “no evidence to link those tests [of aflatoxin] with the development of biological weapons agents for military use.”

Ken Silverstein of Harper’s, among the more serious journalists who have had macabre fun critiquing Goldberg’s contribution to the Iraq War effort, wrote “Goldberg’s War,” one of the best critiques.

Silverstein wrote:

“Whatever Saddam’s regime intended to do with the aflatoxin … it did not involve wholescale tot-slaughter. But it seems to me that Goldberg was out to prove that Saddam was singularly evil — a man who would kill kids using cancer, no doubt cackling with glee as he watched them expire — because the American public might be less willing to support a war if he was merely an evil dictator, which are a dime a dozen.”

But who is Jeffrey Goldberg and how did he achieve such influence, helping to create the false conventional wisdom that sleep-walked the American people into war with Iraq and is now pointing toward a new war with Iran.

For a 44-year-old writer, Goldberg surely has been around. He left college to move to Israel where he served with the Israeli army as a prison guard at the Ketziot military prison camp during the First Intifada; he also wrote for The Jerusalem Post.

Upon his return to the U.S., he worked for the Jewish daily Forward and eventually got hired by The New Yorker. Now, he’s a star writer for The Atlantic.

Pitching for War

Goldberg’s mission this time? Pitching war with Iran.

This time, Goldberg and the Israelis want us to buy into a syllogism without a valid major premise. Their argument presupposes that Iran has made the decision to develop nuclear weapons and is hard at work on such a program, which is what they want Americans to believe whether there’s evidence or not.

The Fawning Corporate Media (FCM) and the neocons who brought us the war on Iraq, and occasionally the President himself, speak as though Iran has restarted work on the nuclear weapons part of their nuclear energy program.

This internal government debate (and the external propaganda) is a replay of three years ago, when the FCM succeeded in convincing most Americans that Iran either had nuclear weapons or was on the verge of getting them.

President Bush and Vice President Cheney were out in front hyping the danger, whipping the American people into another war frenzy -- when an honest National Intelligence Estimate stopped them in their tracks.

Two things saved the day: integrity and fear.

Integrity on the part of analysts who, after the corruption before the Iraq War, were able to revert to the tell-it-like-it-is-without-fear-or-favor ethos that obtained during my 27 years as a CIA analyst; and fear on the part of the senior U.S. military that Cheney and Bush were about to order them to commit U.S. forces to war with Iran.

The integrity played out during work on a congressionally mandated National Intelligence Estimate that it took almost all of 2007 to complete. Most of those intelligence officials who had “fixed” the intelligence on Iraq had been given the heave-ho.

New leadership was installed under the direction of a non-corruptible Director of the National Intelligence Council, Tom Fingar, from the State Department.

Under Fingar, intelligence analysts rose to the occasion on the delicate issue of Iran’s nuclear development program by performing a bottom-up assessment. There would be no “fixing” of intelligence around the policy. Main question: Had Iran decided to go for the bomb?

The NIE’s first sentence conveyed the unanimous conclusion of all 16 U.S. intelligence agencies: “We judge with high confidence that in fall 2003, Tehran halted its nuclear weapons program; we also assess with moderate-to-high confidence that Tehran at a minimum is keeping open the option to develop nuclear weapons.”

Fearing Another War

Fear now came into play and, for once, played a salutary role. Fear is simply a by-product of a sane appraisal of what war with Iran would mean. The senior U.S. military had enough good sense to be afraid and saw the NIE as an opportunity to stop the juggernaut toward war.

And so, they and those in Congress who had commissioned the NIE insisted that its key judgments be declassified and made public, despite reluctance on the part of the Director of National Intelligence to do so.

Joint Chiefs Chairman Adm. Mike Mullen and CENTCOM commander William “Fox” Fallon had been living in fear of a Cheney-inspired order to commit U.S. forces to war with Iran. Fallon actually had told retired Col. Patrick Lang, a few months before Fallon was cashiered, “We are not going to do Iran on my watch.”

Fear? Yes, fear — an altogether sensible reaction. No commander worth his salt looks with equanimity at the prospect of being on the receiving end of an order that could decimate his troops and lead to a wider war for which his forces would not be adequate.

On a more personal basis, no commander wants to be faced with a choice between having to resign on principle on the one hand and carrying out an order he knows to be fatefully misguided on the other.

Good sense prevailed, over Cheney’s strong objections and Bush sent Mullen to Israel in June 2008 with instructions to warn the Israelis in no uncertain terms not to provoke war with Iran with any expectation that the U.S. would pull their chestnuts out of the fire.

Fast forward to the present. Where is Iran now in its nuclear program?

When an important National Intelligence Estimate needs updating, the art form often chosen is what is called a “Memorandum to Holders” — in the case at hand, holders of the original NIE of November 2007.

Such a paper need not repeat the bottom-up research and analysis completed immediately prior to November 2007; it simply requires a close look at evidence acquired from the end of 2007 to the present to determine whether there is reason to change the key judgments of three years ago.

Pressure to Rewrite?

We hear nothing from our sources about any substantial change over the past three years. That is not what the Goldbergs and other neocons of this world want to hear, and this presumably is why the Memorandum to Holders has been held up for months and months. Not a good sign.

Authoritative statements for the record have been sparse but reassuring, inasmuch as they seem to confirm the 2007 NIE's key judgments. Congressional testimony in February by then-Director of National Intelligence Dennis Blair, and in April by the Defense Intelligence Agency and the Vice Chairman of the Joint Chiefs revealed no major developments.

Moreover, Blair consistently hewed to the 2007 judgment that Iran's eventual decision on whether or not to build a nuclear weapon can still be influenced by "the international community."

Scattered statements by other high officials, including President Obama, sometimes convey a sense that Iran is again working toward a nuclear weapon, and the FCM has been leaving hints left and right that this is the case.

Folks like Jeffrey Goldberg refer casually, but intentionally, to “Iran’s pursuit of nuclear weapons.”

The neocons seem to be as strong now as under George W. Bush, with their Real-Men-Go-to-Tehran-type macho undiminished.

Can integrity trump macho this time? Without a strong man at the helm in the intelligence community, it will be very difficult. And the administration let drop months ago that this time the key judgments of the Memorandum to Holders will not be made public.


Meanwhile, Goldberg and his neocon colleague flaks are trying to create as much pressure as they can on Obama to produce a scarier Estimate … or to delay the one in progress sine die.

The outlook would seem even bleaker were it not for the availability of WikiLeaks and other non-FCM news outlets that would be ready and willing to publish documents about what is actually going on behind the scenes.

It would seem a safe bet that there are enough folks with access to the Memorandum to Holders drafts to recognize swiftly any attempt to corrupt honest judgments.

Some government officials will probably be able to recognize their own conscience, their integrity and their oath to protect and defend the Constitution against all enemies, foreign and domestic, as values that properly supersede other promises — like the promise not to release classified information that is a condition of employment.

Those who are tempted to exaggerate the threat from Iran will, at least, have to take into account how relatively easy it has become to evade the FCM’s gatekeepers and expose government dishonesty to the people.

Obama Warned: Israel May Bomb Iran

SUBJECT: War With Iran

We write to alert you to the likelihood that Israel will attack Iran as early as this month. This would likely lead to a wider war.

Israel’s leaders would calculate that once the battle is joined, it will be politically untenable for you to give anything less than unstinting support to Israel, no matter how the war started, and that U.S. troops and weaponry would flow freely. Wider war could eventually result in destruction of the state of Israel.

This can be stopped, but only if you move quickly to pre-empt an Israeli attack by publicly condemning such a move before it happens.

We believe that comments by senior American officials, you included, reflect misplaced trust in Israeli Prime Minister [Benjamin] Netanyahu.

Actually, the phrasing itself can be revealing, as when CIA Director Panetta implied cavalierly that Washington leaves it up to the Israelis to decide whether and when to attack Iran, and how much “room” to give to the diplomatic effort.

On June 27, Panetta casually told ABC’s Jake Tapper, “I think they are willing to give us the room to be able to try to change Iran diplomatically … as opposed to changing them militarily.”

Similarly, the tone you struck referring to Netanyahu and yourself in your July 7 interview with Israeli TV was distinctly out of tune with decades of unfortunate history with Israeli leaders.

“Neither of us try to surprise each other,” you said, “and that approach is one that I think Prime Minister Netanyahu is committed to.” You may wish to ask Vice President Biden to remind you of the kind of surprises he has encountered in Israel.

Blindsiding has long been an arrow in Israel’s quiver. During the emerging Middle East crisis in the spring of 1967, some of us witnessed closely a flood of Israeli surprises and deception, as Netanyahu’s predecessors feigned fear of an imminent Arab attack as justification for starting a war to seize and occupy Arab territories.

We had long since concluded that Israel had been exaggerating the Arab “threat” — well before 1982 when former Israeli Prime Minister Menachem Begin publicly confessed:

“In June 1967, we had a choice. The Egyptian army concentrations in the Sinai approaches do not prove that [Egyptian President] Nasser was really about to attack us. We must be honest with ourselves. We decided to attack him.”

Israel had, in fact, prepared well militarily and also mounted provocations against its neighbors, in order to provoke a response that could be used to justify expansion of its borders.

Given this record, one would be well advised to greet with appropriate skepticism any private assurances Netanyahu may have given you that Israel would not surprise you with an attack on Iran.

Netanyahu’s Calculations

Netanyahu believes he holds the high cards, largely because of the strong support he enjoys in our Congress and our strongly pro-Israel media. He reads your reluctance even to mention in controversial bilateral issues publicly during his recent visit as affirmation that he is in the catbird seat in the relationship.

During election years in the U.S. (including mid-terms), Israeli leaders are particularly confident of the power they and the Likud Lobby enjoy on the American political scene.

This prime minister learned well from Menachem Begin and Ariel Sharon.

Netanyahu’s attitude comes through in a video taped nine years ago and shown on Israeli TV, in which he bragged about how he deceived President Clinton into believing he (Netanyahu) was helping implement the Oslo accords when he was actually destroying them.

The tape displays a contemptuous attitude toward — and wonderment at — an America so easily influenced by Israel. Netanyahu says:

“America is something that can be easily moved. Moved in the right direction. … They won’t get in our way … Eighty percent of the Americans support us. It’s absurd.”

Israeli columnist Gideon Levy wrote that the video shows Netanyahu to be “a con artist … who thinks that Washington is in his pocket and that he can pull the wool over its eyes,” adding that such behavior “does not change over the years.”

As mentioned above, Netanyahu has had instructive role models.

None other than Gen. Brent Scowcroft told the Financial Times that former Israeli Prime Minister Ariel Sharon had George W. Bush “mesmerized;” that “Sharon just has him “wrapped around his little finger.”

(Scowcroft was promptly relieved of his duties as chair of the prestigious President’s Foreign Intelligence Advisory Board and told never again to darken the White House doorstep.)

If further proof of American political support for Netanyahu were needed, it was manifest when Senators McCain, Lieberman, and Graham visited Israel during the second week of July.

Lieberman asserted that there is wide support in Congress for using all means to keep Iran from becoming a nuclear power, including “through military actions if we must.” Graham was equally explicit: “The Congress has Israel’s back,” he said.

More recently, 47 House Republicans have signed onto H.R. 1553 declaring “support for Israel’s right to use all means necessary to confront and eliminate nuclear threats posed by Iran … including the use of military force.”

The power of the Likud Lobby, especially in an election year, facilitates Netanyahu’s attempts to convince those few of his colleagues who need convincing that there may never be a more auspicious time to bring about “regime change” in Tehran.

And, as we hope your advisers have told you, regime change, not Iranian nuclear weapons, is Israel’s primary concern.

If Israel’s professed fear that one or two nuclear weapons in Iran’s arsenal would be a game changer, one would have expected Israeli leaders to jump up and down with glee at the possibility of seeing half of Iran’s low enriched uranium shipped abroad.

Instead, they dismissed as a “trick” the tripartite deal, brokered by Turkey and Brazil with your personal encouragement, that would ship half of Iran’s low enriched uranium outside Tehran’s control.

The National Intelligence Estimate

The Israelis have been looking on intently as the U.S. intelligence community attempts to update, in a “Memorandum to Holders,” the NIE of November 2007 on Iran’s nuclear program. It is worth recalling a couple of that Estimate’s key judgments:

“We judge with high confidence that in fall of 2003 Tehran halted its nuclear weapons program. … We assess with moderate confidence Tehran has not restarted its nuclear program as of mid-2007, but we do not know whether it currently intends to develop nuclear weapons …”

Earlier this year, public congressional testimony by former Director of National Intelligence Dennis Blair (February 1 & 2) and Defense Intelligence Agency Director Gen. Ronald Burgess with Vice Chairman of the Joint Chiefs Gen. James Cartwright (April 14) did not alter those key judgments.

Blair and others continued to underscore the intelligence community’s agnosticism on one key point: as Blair put it earlier this year, “We do not know if Iran will eventually decide to build a nuclear weapon.”

The media have reported off-the-cuff comments by Panetta and by you, with a darker appraisal — with you telling Israeli TV “… all indicators are that they [the Iranians] are in fact pursuing a nuclear weapon;” and Panetta telling ABC, “I think they continue to work on designs in that area [of weaponization].”

Panetta hastened to add, though, that in Tehran, “There is a continuing debate right now as to whether or not they ought to proceed with the bomb.”

Israel probably believes it must give more weight to the official testimony of Blair, Burgess, and Cartwright, which dovetail with the earlier NIE, and the Israelis are afraid that the long-delayed Memorandum to Holders of the 2007 NIE will essentially affirm that Estimate’s key judgments.

Our sources tell us that an honest Memorandum to Holders is likely to do precisely that, and that they suspect that the several-months-long delay means intelligence judgments are being “fixed” around the policy — as was the case before the attack on Iraq.

One War Prevented

The key judgments of the November 2007 NIE shoved an iron rod into the wheel spokes of the Dick Cheney-led juggernaut rolling toward war on Iran. The NIE infuriated Israel leaders eager to attack before President Bush and Vice President Cheney left office. This time, Netanyahu fears that issuance of an honest Memorandum might have similar effect.

Bottom line: more incentive for Israel to pre-empt such an Estimate by striking Iran sooner rather than later.

Last week’s announcement that U.S. officials will meet next month with Iranian counterparts to resume talks on ways to arrange higher enrichment of Iranian low enriched uranium for Tehran’s medical research reactor was welcome news to all but the Israeli leaders.

In addition, Iran reportedly has said it would be prepared to halt enrichment to 20 percent (the level needed for the medical research reactor), and has made it clear that it looks forward to the resumption of talks.

Again, an agreement that would send a large portion of Iran’s LEU abroad would, at a minimum, hinder progress toward nuclear weapons, should Iran decide to develop them. But it would also greatly weaken Israel’s scariest rationale for an attack on Iran.

Bottom line: with the talks on what Israel’s leaders earlier labeled a “trick” now scheduled to resume in September, incentive builds in Tel Aviv for the Israelis to attack before any such agreement can be reached.

We’ll say it again: the objective is regime change. Creating synthetic fear of Iranian nuclear weapons is simply the best way to “justify” bringing about regime change. Worked well for Iraq, no?

Another War in Need of Prevention

A strong public statement by you, personally warning Israel not to attack Iran would most probably head off such an Israeli move. Follow-up might include dispatching Adm. Mullen to Tel Aviv with military-to-military instructions to Israel: Don’t Even Think of It.

In the wake of the 2007 NIE, President Bush overruled Vice President Cheney and sent Adm. Mullen to Israel to impart that hard message. A much-relieved Mullen arrived home that spring sure of step and grateful that he had dodged the likelihood of being on the end of a Cheney-inspired order for him to send U.S. forces into war with Iran.

This time around, Mullen returned with sweaty palms from a visit to Israel in February 2010. Ever since, he has been worrying aloud that Israel might mousetrap the U.S. into war with Iran, while adding the obligatory assurance that the Pentagon does have an attack plan for Iran, if needed.

In contrast to his experience in 2008, though, Mullen seemed troubled that Israel’s leaders did not take his warnings seriously.

While in Israel, Mullen insisted publicly that an attack on Iran would be “a big, big, big problem for all of us, and I worry a great deal about the unintended consequences.”

After his return, at a Pentagon press conference on Feb. 22 Mullen drove home the same point. After reciting the usual boilerplate about Iran being “on the path to achieve nuclear weaponization” and its “desire to dominate its neighbors,” he included the following in his prepared remarks:

“For now, the diplomatic and the economic levers of international power are and ought to be the levers first pulled. Indeed, I would hope they are always and consistently pulled. No strike, however effective, will be, in and of itself, decisive.”

Unlike younger generals — David Petraeus, for example — Adm. Mullen served in the Vietnam War. That experience is probably what prompts asides like this: “I would remind everyone of an essential truth: War is bloody and uneven. It’s messy and ugly and incredibly wasteful …”

Although the immediate context for that remark was Afghanistan, Mullen has underscored time and again that war with Iran would be a far larger disaster. Those with a modicum of familiarity with the military, strategic and economic equities at stake know he is right.

Other Steps

In 2008, after Mullen read the Israelis the riot act, they put their pre-emptive plans for Iran aside. With that mission accomplished, Mullen gave serious thought to ways to prevent any unintended (or, for that matter, deliberately provoked) incidents in the crowded Persian Gulf that could lead to wider hostilities.

Mullen sent up an interesting trial balloon at a July 2, 2008, press conference, when he indicated that military-to-military dialogue could “add to a better understanding” between the U.S. and Iran. But nothing more was heard of this overture, probably because Cheney ordered him to drop it.

It was a good idea — still is. The danger of a U.S.-Iranian confrontation in the crowded Persian Gulf has not been addressed, and should be. Establishment of a direct communications link between top military officials in Washington and Tehran would reduce the danger of an accident, miscalculation, or covert, false-flag attack.

In our view, that should be done immediately — particularly since recently introduced sanctions assert a right to inspect Iranian ships. The naval commander of the Iranian Revolutionary Guards reportedly has threatened “a response in the Persian Gulf and the Strait of Hormuz,” if anyone tries to inspect Iranian ships in international waters.

Another safety valve would result from successful negotiation of the kind of bilateral “incidents-at-sea” protocol that was concluded with the Russians in 1972 during a period of relatively high tension.

With only interim nobodies at the helm of the intelligence community, you may wish to consider knocking some heads together yourself and insisting that it finish an honest Memorandum to Holders of the 2007 NIE by mid-August — recording any dissents, as necessary.

Sadly, our former colleagues tell us that politicization of intelligence analysis did not end with the departure of Bush and Cheney…and that the problem is acute even at the State Department’s Bureau of Intelligence and Research, which in the past has done some of the best professional, objective, tell-it-like-it-is analysis.

Pundits, Think Tanks: Missing the Point

As you may have noticed, most of page one of Sunday’s Washington Post Outlook section was given to an article titled, “A Nuclear Iran: Would America Strike to Prevent It? — Imagining Obama’s Response to an Iranian Missile Crisis.”

Page five was dominated by the rest of the article, under the title “Who will blink first when Iran is on the brink?”

A page-wide photo of a missile rolling past Iranian dignitaries on a reviewing stand (reminiscent of the familiar parades on Red Square) is aimed at the centerfold of the Outlook section, as if poised to blow it to smithereens.

Typically, the authors address the Iranian “threat” as though it endangers the U.S., even though Secretary Clinton has stated publicly that this is not the case. They write that one option for the U.S. is “the lonely, unpopular path of taking military action lacking allied consensus.” O Tempora, O Mores!

In less than a decade, wars of aggression have become nothing more than lonely, unpopular paths.

What is perhaps most remarkable, though, is that the word Israel is nowhere to be found in this very long article. Similar think pieces, including some from relatively progressive think tanks, also address these issues as though they were simply bilateral U.S.-Iranian problems, with little or no attention to Israel.

Guns of August?

The stakes could hardly be higher. Letting slip the dogs of war would have immense repercussions. Again, we hope that Adm. Mullen and others have given you comprehensive briefings on them.

Netanyahu would be taking a fateful gamble by attacking Iran, with high risk to everyone involved. The worst, but conceivable case, has Netanyahu playing — unintentionally — Dr. Kevorkian to the state of Israel.

Even if the U.S. were to be sucked into a war provoked by Israel, there is absolutely no guarantee that the war would come out well.

Were the U.S. to suffer significant casualties, and were Americans to become aware that such losses came about because of exaggerated Israeli claims of a nuclear threat from Iran, Israel could lose much of its high standing in the United States.

There could even be an upsurge in anti-Semitism, as Americans conclude that officials with dual loyalties in Congress and the executive branch threw our troops into a war provoked, on false pretenses, by Likudniks for their own narrow purposes.

We do not have a sense that major players in Tel Aviv or in Washington are sufficiently sensitive to these critical factors.

You are in position to prevent this unfortunate, but likely chain reaction. We allow for the possibility that Israeli military action might not lead to a major regional war, but we consider the chances of that much less than even.

Footnote: VIPS Experience

We VIPS have found ourselves in this position before. We prepared our first Memorandum for the President on the afternoon of February 5, 2003 after Colin Powell’s speech at the UN.

We had been watching how our profession was being corrupted into serving up faux intelligence that was later criticized (correctly) as “uncorroborated, contradicted, and nonexistent” — adjectives used by former Senate Intelligence Committee chair Jay Rockefeller after a five-year investigation by his committee.

As Powell spoke, we decided collectively that the responsible thing to do was to try to warn the President before he acted on misguided advice to attack Iraq. Unlike Powell, we did not claim that our analysis was “irrefutable and undeniable.” We did conclude with this warning:

“After watching Secretary Powell today, we are convinced that you would be well served if you widened the discussion … beyond the circle of those advisers clearly bent on a war for which we see no compelling reason and from which we believe the unintended consequences are likely to be catastrophic.”

We take no satisfaction at having gotten it right on Iraq. Others with claim to more immediate expertise on Iraq were issuing similar warnings. But we were kept well away from the wagons circled by Bush and Cheney.

Sadly, your own Vice President, who was then chair of the Senate Foreign Affairs Committee, was among the most assiduous in blocking opportunities for dissenting voices to be heard. This is part of what brought on the worst foreign policy disaster in our nation’s history.

We now believe that we may also be right on (and right on the cusp of) another impending catastrophe of even wider scope — Iran — on which another President, you, are not getting good advice from your closed circle of advisers.

They are probably telling you that, since you have privately counseled Prime Minister Netanyahu against attacking Iran, he will not do it. This could simply be the familiar syndrome of telling the President what they believe he wants to hear.

Quiz them; tell them others believe them to be dead wrong on Netanyahu. The only positive here is that you — only you — can prevent an Israeli attack on Iran.

Break the CIA in Two

Consortiumnews Editor’s Note: Exactly 46 years ago, President Harry Truman looked back on the still-young CIA, which he had helped create, and was alarmed at how its original purpose – to provide unvarnished information to top policymakers – was being perverted by the agency’s growing role in covert operations.

Nearly a half century since Truman’s warning, former CIA analyst Ray McGovern marvels at Truman’s prescience and suggests that the only answer today is to separate out – and protect – the agency’s core analytical function:


After the CIA-led fiasco at the Bay of Pigs in April 1961, President John Kennedy was quoted as saying he wanted to “splinter the CIA into a thousand pieces and scatter it into the winds.” I can understand his anger, but a thousand is probably too many. Better is a Solomon solution; divide the CIA in two. That way we can throw out the bath water and keep the baby.

Covert action and analysis do not belong together in the same agency — never have, never will. That these two very different tasks were thrown together is an accident of history, one that it is high time to acknowledge and to fix.

The effects of this structural fault became clear to President Harry Truman as he watched the agency at work in its first decade and a half. He was aghast.

Like oil on water, covert action fouls the wellspring of objective analysis — the main task for which Truman and the Congress established the CIA in 1947. The operational tail started wagging the substantive tail almost right away. It has done so ever since — with very unfortunate consequences.

An accident of history? How so?

Covert action practitioners, many of whom showed great courage and imagination in the European and Far Eastern theaters of World War II arrived home wondering whether there was still a call for their expertise.

With the Soviet Union taking over large chunks of Europe and the KGB plying its covert-action wares worldwide, the question answered itself; a counter capability was needed.

The big mistake was shoehorning it into an agency being created to fulfill an entirely different mission. As former CIA analyst Mel Goodman points out in Failure of Intelligence, there was uncertainty and confusion over where to place responsibility for this capability.

The term “covert action” is a euphemism covering the broad genus of dirty tricks, from overthrowing governments (we now blithely call that particular species “regime change”) to open but nonattributable broadcasting into denied areas.

Defense Secretary James Forrestal didn’t want the Pentagon to be responsible for covert action in peacetime.

And, to their credit, neither did senior leaders of the fledgling CIA. They were no neophytes, and could see that covert operations might easily end up tainting the intelligence product if one Director were responsible for the two incompatible activities.

The experience of the past 62 years has showed, time and time again, that their concern was well founded as the covert action side has not only polluted CIA analyses but also expanded into high-tech warfare.

Predators

Trying to overthrow governments via covert action is one thing. Flying Predator drones with Hellfire missiles is quite another. There would be real hellfire on that from Harry Truman, were he still with us.

Even former CIA Director George Tenet of flexible conscience had second thoughts about the CIA assuming responsibility for flying the Predator and firing Hellfires.

In his memoir, At the Center of the Storm, he writes that there was a “legitimate question about whether aircraft firing missiles…should be the function of the military or CIA.” Resorting to the all-purpose catch-all (and excuse-all), Tenet adds, “But that was before 9/11.”

Of equal importance is the kind of question to which Tenet normally paid little heed; namely, what would flying Predators do to CIA credibility.

Think about it for a minute. You are ordered and given funding to conduct Predator attacks on “suspected al-Qaeda bases” in Pakistan. (U.S. armed forces cannot do it since the Pentagon is not supposed to be striking countries with whom we are not at war.) You salute, find some contractors to help, and conduct those attacks.

The President then asks his CIA morning briefer about the effectiveness of the drone attacks, including the longer-term political as well as military effects. When the briefer checks with the substantive analysts watching Pakistan, he learns that the attacks are very effective — indeed, the very best recruitment tool Osama bin Laden and the Taliban could imagine.

Jihadists are flocking to Pakistan and Afghanistan like moths to a light blub.

Problem. Do you think mealy-mouthed CIA Director Leon Panetta will have the courage to whisper that unwelcome finding to the President? Suppose Gen. David Petraeus or Gen. Stanley McChrystal find out.

No NIE on Af-Pak

The proof is in the pudding. Were not Panetta a self-described “creature of the Congress” (be wise, compromise), he would have long since ordered up a National Intelligence Estimate (NIE) on prospects for Afghanistan AND — far more important — Pakistan.

Would you believe that at this stage there is still no such NIE?

And the reason Panetta and his managers are keeping their heads way down is the same reason former CIA Director George Tenet for years shied away from doing an NIE on whether Iraq had weapons of mass destruction. The findings would smell like skunks at a picnic.

It was only after Sen. Bob Graham, then-Chair of the Senate Intelligence Committee, told the White House in September 2002, “No National Intelligence Estimate, no congressional vote on war with Iraq,” that Tenet was ordered by the White House to commission an NIE with pre-ordained conclusions.

Tht NIE was to be completed in record time (less than three weeks), in order to emerge several weeks before the mid-term elections and it was to reflect the alarmist views expressed by Vice President Dick Cheney in a major speech on Aug. 26, 2002.

In Tenet’s memoir he admits that Cheney “went well beyond what our analysis could support.” But never mind; Tenet and his lieutenants had become quite accomplished in cooking intelligence to order. And so they did.

Like Cheney’s speech, the Estimate was wrong on every major count — deliberately so. At the conclusion of an exhaustive investigation by the Senate Intelligence Committee, Sen. Jay Rockefeller, Chair from 2007 to 2009, bemoaned the fact that the Bush/Cheney administration “presented intelligence as fact when in reality it was unsubstantiated, contradicted, or even non-existent.”

Non-existent? You mean fabricated or forged? With the advent of the George W. Bush administration we had learned about “faith-based intelligence,” but the mind boggles at the use of “non-existent” intelligence.

What Harry Said

For those of you who may have forgotten, Dec. 22 is the 46th anniversary of the most important op-ed of all the 381,659 written about the CIA since its founding. Do not feel bad if you missed it; the op-ed garnered little attention — either at the time or subsequently.

The draft came from Independence, Missouri, and was published in the Washington Post early edition on Dec. 22, 1963.

The first and the last two sentences of Harry Truman’s unusual contribution bear repeating:

“I think it has become necessary to take another look at the purpose and operations of our Central Intelligence Agency….

“We have grown up as a nation, respected for our free institutions and for our ability to maintain a free and open society. There is something about the way the CIA has been functioning that is casting a shadow over our historic position and I feel that we need to correct it.”

Truman began by describing what he saw as CIA’s raison d’être, emphasizing that a President needs “the most accurate and up-to-the-minute information on what is going on everywhere in the world, and particularly of the trends and developments in all the danger spots.”

He stressed that he wanted to create a “special kind of an intelligence facility” charged with the collection of “all intelligence reports from every available source, and to have these reports reach me as President without “treatment or interpretations” by departments that have their own agendas.

A Warning


The “most important thing,” he said, “was to guard against the chance of intelligence being used to influence or to lead the President into unwise decisions.”

It is a safe bet that Truman had uppermost in mind how senior CIA officials tried to mousetrap President John Kennedy into committing U.S. armed forces to attack Cuba, rather than to sit by and let Fidel Castro’s troops kill or capture the rag-tag band of CIA-trained invaders at the Bay of Pigs in April 1961.

The operation was a disaster, pure and simple. Truman was no doubt aware of how Kennedy initially gave the go-ahead to a CIA plan that had been approved by President Dwight Eisenhower; how the new President belatedly saw the trap; and how he had the courage to face down the tricksters and then take responsibility for the consequences that came of having trusted them.

Still, Kennedy did not feel he could follow his instinct to “splinter the CIA into a thousand pieces and scatter it into the winds.” Instead, he fired CIA Director Allen Dulles, a quintessential Establishment figure — something one does at one’s peril.

Allen Dulles later played a key role in selecting those who were allowed to testify before the Warren Commission on the JFK assassination, and in shaping its highly questionable findings.

In JFK and the Unspeakable, published last year, author James Douglass adduces persuasive evidence that some of Dulles’s old buddies were involved in the murder of President Kennedy.

It may be just coincidence that President Truman chose to publish his CIA op-ed exactly one month after Kennedy was killed, but it seems equally possible that he deliberately chose that first monthiversary.

‘Disturbed’ at CIA Operational Role

In his Dec. 22, 1963, op-ed, Truman addresses the structural fault alluded to above:

“For some time I have been disturbed by the way CIA has been diverted from its original assignment [collection, analysis, and reporting]. It has become an operational and at times a policy-making arm of the Government. This has led to trouble and may have compounded our difficulties in several explosive areas….

“Some of the complications and embarrassment I think we have experienced are in part attributable to the fact that this quiet intelligence arm of the President has been so removed from its intended role that it is being interpreted as a symbol of sinister and mysterious foreign intrigue…”

“The last thing we needed was for the CIA to be seized upon as something akin to a subverting influence in the affairs of other people.”

Think Iran. In early 1963 when I began work at the CIA it had been almost a decade since the overthrow of the first democratically elected Prime Minister of Iran, Mohammed Mosaddeq in August 1953. The joint CIA and British intelligence “Operation Ajax” was cited proudly as a singularly successful covert action operation.

Just before electing Mosaddeq in 1951, the Iranian Parliament had nationalized Iran’s oil industry, which until then had been controlled exclusively by the British government-controlled Anglo-Iranian Oil Company — Britain’s largest overseas investment at the time.

Unfortunately for Britain, there were upstarts in Iran (“militants,” in today’s parlance) who made bold to think that Iranians should be able to profit from the vast oil reserves in Iran.

Winston Churchill asked Truman to order the fledgling CIA to join the British service, MI-6, in arranging a coup. Truman said No. (I can imagine him saying, Hell, No!)

Truman’s successor, Dwight Eisenhower, however, said Yes. And the coup that Eisenhower approved goes a long way toward explaining why the Iranians don’t much like us.

After throwing out Mosaddeq and bringing in the Shah, the Iranian people suffered untold horrors at the hands of SAVAK, the Shah’s notorious secret police.

Every Iranian knew/knows that the CIA and MI-6 did what the British would call a “brilliant” job training SAVAK. Many students of Iran believe that it was SAVAK’s widespread and widely known torture, as much as Ayatollah Khomeini’s charisma, that brought revolution and dumped the Shah in 1979.

And the Oil?

And who got control of the oil? That seems always to be the question, doesn’t it?

The Shah let the U.S. and U.K. split 80 percent of control, with the rest going to French and Dutch interests. The Shah got 50 percent of the revenues.

When the Shah and SAVAK became history, the new Iranian government took control of its oil. Today, there is scant applause among thinking people for the “singularly successful” U.S.-U.K.-sponsored coup in Iran.

The same goes for the CIA-run coup in Guatemala the following year. American media initially sold both operations as victories over leftist leaning governments vulnerable to Communist blandishments.

But it was really about oil in Iran, as it was about land claimed by the United Fruit Company in Guatemala. But the kind of suffering in store for the people of both countries was the same.

Having learned from the British how this kind of thing is done, CIA operatives were ready to try out their newly acquired skills and succeeded in overthrowing the government of Jacobo Arbenz Guzman, who had been elected President in 1950 with 65 percent of the vote.

His offense was giving land to the peasants — unfarmed land that private corporations earlier had set aside for themselves. The United Fruit Company was allergic to real land reform in Guatemala and lobbied hard for Washington to remove Arbenz.

The Dulles brothers, Allen and John Foster, who happened to be shareholders of the United Fruit Company, took the line that Arbenz’ actions smacked of “Communism.” Then-CIA Director Allen Dulles stoked fears by describing Guatemala as a “Soviet beachhead in the Western hemisphere.”

The overthrow of Arbenz in 1954 made Guatemala safe for United Fruit, but not for democracy. The coup ended a hopeful decade-long experiment with representative democracy known as the “Ten Years of Spring.” The outcome’s implications for democracy in Central American were immense.

Other examples could be adduced, but let us stop here with the two with which Harry Truman would have been most familiar — from a statecraft point of view. (I doubt that he held stock in either Big Oil or United Fruit.)

At the end of his op-ed, Truman puts his conclusion right out there with characteristic straightforwardness:

“I, therefore, would like to see the CIA be restored to its original assignment as the intelligence arm of the President … and that its operational duties be terminated or properly used elsewhere.”

Media Un-Reaction

A blockbuster op-ed, no?

Well, no. Investigator Raymond Marcus is among those struck by the curious lack of response — one might say embargo — regarding Truman’s Washington Post article. Marcus has written:

“According to my information, it was not carried in later editions that day, nor commented on editorially, nor picked up by any other major newspaper, or mentioned in any national radio or TV broadcast.”

What are we to make of this? Was/is it the case, as former CIA Director William Colby is quoted as saying in a different connection, that the CIA “owns everyone of any significance in the major media?” Or at least that it did in the Sixties? How much truth lies beneath Colby’s hyperbole?

Did the CIA and its White House patrons put out the word to squelch a former President’s op-ed already published in an early edition of the Post? Or is there a simpler explanation. Do any of you readers perhaps know?

The tradecraft term of art for a “cooperating” journalist, businessperson, or academic is “agent of influence.” Some housebroken journalists actually have previously worked for the CIA. Some take such scrupulous notes that they end up sounding dangerously close to their confidential government sources.

Think back, for example, to those vengeful days in the immediate aftermath of 9/11, and the macho approach being modeled by President Bush and aped down the line by CIA operatives and their “agents of influence.”

CIA operative Gary Schroen told National Public Radio that, just days after 9/11, Counterterrorist chief Cofer Black sent him to Afghanistan with orders to “Capture bin Laden, kill him, and bring his head back in a box on dry ice.” As for other al Qaeda leaders, Black reportedly said, “I want their heads up on pikes.”

This quaint tone — and language — reverberated among Bush-friendly pundits.

One consummate insider, Washington Post veteran Jim Hoagland went a bit overboard in publishing a letter to President Bush on Oct. 31, 2001. It was no Halloween prank. Rather, Hoagland strongly endorsed what he termed the “wish” for “Osama bin Laden’s head on a pike,” which he claimed was the objective of Bush’s “generals and diplomats.”

At the same time, there are dangers in sharing too much information with pet insider/outsiders. In his open letter to Bush, Hoagland lifted the curtain on the actual neoconservative game plan by giving Bush the following ordering of priorities.

“The need to deal with Iraq’s continuing accumulation of biological and chemical weapons and the technology to build a nuclear bomb can in no way be lessened by the demands of the Afghan campaign. You must conduct that campaign so that you can pivot quickly from it to end the threat Saddam Hussein’s regime poses.”

Hoagland had the “pivot” idea three weeks before Donald Rumsfeld called Gen. Tommy Franks to tell him the President wanted him to shift focus to Iraq. Franks and his senior aides had been working on plans for attacks on Tora Bora where bin Laden was believed hiding but attention, planning, and resources were abruptly diverted toward Iraq.

And Osama bin Laden walked out of Tora Bora through the mountain passes to Pakistan, according to a recent Senate Foreign Relations Committee report.

The point here is that some media favorites are extremely well briefed partly because they are careful not to bite the hands that feed them by criticizing the CIA.

Still less are they inclined to point out basic structural faults — not to mention the crimes of recent years. So it is up to those of us who know something of intelligence and how structural faults, above-the-law mentality, and flexible consciences can spell disaster.

Split Up the Agency


So, here’s what can be done:

Expunge the one sentence in the National Security Act of 1947 that enables a President to direct the CIA to perform “other such functions and duties related to intelligence.”

Make it crystal clear that the sense conveyed by that sentence, whether the sentence itself stays in or is deleted, cannot authorize activities that violate international or U.S. criminal law — crimes like kidnapping and torture.

“Such other functions and duties?”

What was meant by this wording were activities in addition to what President Truman describes in his op-ed as the “original assignment” of the CIA — a central place with access to all intelligence collection that enables analysts to advise the President with candor, without bureaucratic “treatment” or interpretations, and not sparing him “unpleasant facts” so as not to “upset” him.

(Remember, the founding mission of the CIA was to ensure that a future President wasn’t blindsided by another Pearl Harbor attack, the way Truman’s predecessor Franklin Delano Roosevelt was.)

As Truman himself suggests, terminate “such other functions and duties” or put those operations elsewhere.

And imagine into existence different, effective ways to exercise oversight, not totally dependent on the highly politicized “overlook” committees of the Congress.

That done, there will still be a baby NOT to be thrown out with the bath water.

The good news is that there remains a core of analysts willing and able to seek truth and speak truth to power. This was shown in 2007, when Tom Fingar, a senior analyst with integrity and courage, led to conclusion a National Intelligence Estimate that helped prevent the attack that Dick Cheney, the neoconservatives, and Israel were planning on Iran.

That NIE assessed with high confidence that Iran had ceased working on the warhead-related part of its nuclear program in the fall of 2003 — a judgment that holds to this day, however unpopular and unwelcome it may be among those who would have the President give Israel carte blanche to strike Iran’s nuclear facilities.

That is the capability Truman wanted — the baby that must be rescued and reared. But the baby is still in danger.

With Tom Fingar now retired, the absence of an NIE on Afghanistan/Pakistan speaks volumes to the timidity that also remains inside the CIA’s hierarchy. It boggles the mind that, amid all the assessment and reassessment prior to the President’s decision to escalate by sending 30,000 more troops to Afghanistan, no policymaker wanted to know what the 16 agencies of the intelligence community were thinking.

Gloom Avoidance

Gen. Petraeus and Gen. McChrystal are not interested in CIA analysis, just CIA drones (the aircraft). Sources inside the intelligence community tell us that the analysts assess the prospects for success of the generals’ “Af-Pak” approach as very low, but that this word does not seem to be getting to the President.

It is not entirely clear whether it is a case of Panetta being reluctant to relay to Obama the kind of “unpleasant facts” or “bad news” that Truman wanted the CIA to give him in a straightforward way, or that Obama himself has discouraged such truth seeking/telling lest the abysmal prognosis of the analysts leak and complicate his Faustian bargain with the top brass — and cause even more political damage with his dissatisfied Democratic “base.”

As things get still worse in “Af-Pak,” and they will, it will be important for Obama to have a group of analysts able to give him an objective read on the quagmire into which his benighted policies have led, and how he might attempt to pull himself and U.S. troops out. Perhaps then he will ask.

So save that baby. Throw out the other one with the bathwater.

US Must Reevaluate Its Relationship With Israel

...As a firsthand witness to the remarkable vigor of the Israeli state and its people, and as someone who considers himself to be their friend, it saddens me to see just how poorly the current Israeli government returns this friendship, not to me personally, but to my country, the United States of America. The government of Prime Minister Ehud Olmert has embarked on policies that are questionable at best when one examines them from a purely Israeli standpoint; they are nothing less than a betrayal of the United States when examined from a broader perspective.

The insidious manner in which the current Israeli government has manipulated the domestic political machinery of the United States to produce support for its policies constitutes nothing less than direct interference in the governance of a sovereign state. The degree to which the current Israeli government has succeeded in this regard can be tracked not only by the words and actions of the administration of President George W. Bush and the American Congress, but also by the extent to which a pro-Israel lexicon has taken hold within the mainstream media of the United States. Witness the pro-Israel bias displayed when discussing the situation in southern Lebanon, the air strike in Syria, or the Iranian situation, and the retarding of any effort toward a responsible discussion of anything dealing with Israel becomes apparent.

One would expect such efforts to shape the domestic public opinion of a state deemed hostile, but when the target of these Israeli actions is its ostensible best friend, one must begin to question whether or not the friendship is a one-way street. And if this is indeed the case, then perhaps it is time for the United States to reconsider its decades-old policy of strategic partnership with Israel.

It must be understood that the government of Ehud Olmert is acting in a post-9/11 environment, with considerable facilitators in the administration of President Bush, including the vice president. These two factors combine to create a cycle of enablement that allows a purely Israeli point of view to dominate American policy. If the Israeli point of view were built on logic, compassion, and the rule of law, then this tilt would not constitute a problem. But the Israeli point of view is increasingly constructed on a foundation of intolerance and irresponsible unilateralism that divorces the country from global norms. In this day and age of nuclear nonproliferation, the undeclared nuclear arsenal of Israel stands as perhaps the most egregious example of how an Israel-only standard destabilizes the Middle East. It is the Israeli nuclear weapons program, including its strategic delivery systems, that is the core of instability for this very volatile region (emphasis mine).

The statements by Israeli officials concerning the recent National Intelligence Estimate (NIE) on Iran and its nuclear program are perhaps the best manifestation of this reality. Avi Dichter, Israel's public security minister, has condemned the NIE as a flawed document, and in terms that link the American analysis to a cause-and-effect cycle that could lead the Middle East down the path of regional war. Like many Israelis, including the prime minister, Dichter disagrees with the American NIE on Iran, in particular the finding that Iran ceased its nuclear weapons program in 2003. The Israelis hold that this program is still active, despite the fact that the International Atomic Energy Agency (IAEA) has reached a conclusion similar to the NIE's based upon its own exhaustive inspection activities inside Iran over the past five years.

In threatening the world with war because America opted for once to embrace fact instead of fiction, Israel, sadly, has become like a cornered beast, lashing out at any and all it perceives to threaten its security interests. The current Israeli definition of what constitutes its security interests is so broad as to preclude any difference of opinion. Israel's shameless invocations of the Holocaust to defend its actions not only shames the memory of those murdered over 60 years ago, but ironically dilutes the impact of that memory by linking it with current policies that are cruel and intolerant. The message of Holocaust remembrance should be "never again," not just in terms of the persecution of Jews, but in terms of man's inhumanity to man. The birth of the Israeli state, as imperfect and controversial as it was,* served as a foundation for the pursuit of tolerance. However, Israel's current policies, rooted in ethnic and religious hatred, are the antithesis of tolerance.

Israel at present can have no friends, because Israel does not know how to be a friend. Driven by xenophobic paranoia and historical grievances, Israel is embarked on a path that can only lead to death and destruction. This is a path the United States should not tread. I have always taken the position that Israel is a friend of the United States, and that friends should always stand up for one another, even in difficult times. I have also noted that, to quote a phrase well known in America, friends don't let friends drive drunk, and that for some time now Israel has been drunk on arrogance and power. As a friend, I have believed the best course of action for the United States to take would be that which helped remove the keys from the ignition of the policy vehicle Israel is steering toward the edge of the abyss. Now it seems our old friend is holding a pistol to our head, demanding that we stop interfering with the vehicle's operation and preventing us from getting out of the car. This is not the action of a friend, and it can no longer be tolerated.

It is time for what those who are familiar with dependency issues would term an intervention. Like a child too long spoiled by an inattentive parent, Israel has grown accustomed to American largess, to the point that it is addicted to an American aid package that is largely responsible for keeping the Israeli economy afloat. This aid must be reconsidered in its entirety. The day of the free ride must come to an end. The United States must redefine its national security priorities in the Middle East and position Israel accordingly. At the very least, American aid must be linked to Israeli behavior modification. The standards America applies to other nations around the world when it comes to receiving aid must likewise apply to Israel.

Let there be no doubt: Israel and its considerable lobby of supporters here in America will scream bloody murder if their aid is trimmed in any fashion. But in the greater interest of what will best benefit the security interests of the United States, and indeed the Middle East and the entire world, the grip Israel has on American policymaking must come to an end. It is up to the American people to make this change, first and foremost by recognizing that a real problem exists in American-Israeli relations, then by electing officials to Congress who will deal responsibly with these problems based not on the behind-the-scenes lobbying of Israel and its proxies, but rather the legitimate interests of the United States.

If Israel decides it wants to be our friend, then it will change its behavior accordingly. Absent this, America has no choice but to declare its independence from a relationship that has destroyed our credibility around the world and drags us dangerously down the path toward another irresponsible military misadventure in the Middle East. If, in the future, Israel desires to reestablish a relationship with the United States built upon the principles of mutual trust and benefit, then so be it. Such a relationship is something I could embrace without hesitation. But one thing is certain: no such friendship can truly exist under the conditions and terms that are in place today, and for that reason the entirety of the American-Israeli relationship must be reexamined.


*Editor's NOTE:

I have written elsewhere that the way in which the state of Israel was formed was immoral as it expropriated land from Arab Palestinian inhabitants without their consent and without making proper remuneration. In addition the NAKBA (deportation and ethnic cleansing of Palestinians including genocide) carried out by the Haganah (pre-Israeli Defense Force) was a crime against humanity. These crimes are no justification for the killing of innocent Israeli's in retaliation which has transpired since however. No intentional killing of the innocent can ever be morally justified.
